Position description:

General information:

Coordinator of projects in the field of waste management will act as a facilitator and moderator for projects related to the activities of the Ministry of Economy of Ukraine in the field of waste management. This role involves coordinating multiple stakeholders, facilitating dialogue between authorities, international partners and the private sector, and ensuring effective implementation of projects in line with national waste management strategies and EU waste directives. The coordinator will play a key role in promoting Ukraine's transition to circular economy principles and sustainable waste management practices.

Main duties and responsibilities:

1. Coordination and facilitation of projects:

• Perform the role of the main coordinator and moderator of projects in the field of waste management, implemented within the mandate of the Ministry of Economy, ensuring compliance with national strategies and goals of approximation to EU legislation.
• Promote multilateral dialogue and coordination between central executive authorities, local authorities, private sector entities, public organizations and international partners.
• Organize and moderate meetings of working groups, round tables and consultations on policy issues in the field of governancerevenues and project implementation.
• Ensure an effective flow of communications between project participants, track actions, decisions and next steps.

2. Strategic planning and implementation support:

• Support the development and implementation of waste management strategies, action plans and road maps in accordance with Ukraine's obligations under the Association Agreement between Ukraine and the EU.
• Participate in the formulation of policy proposals and regulatory initiatives in the field of waste management.
• Monitor the progress of project implementation in accordance with the established deadlines and results, identify bottlenecks and propose solutions.
• Prepare reports on the progress of projects, summaries of meetings and information materials for the leadership of the ministry and donors.

3. Stakeholder engagement and partnership development:

• Establish and maintain effective working relationships with key stakeholders in ministries, agencies, municipalities and among private sector waste management operators.
• Interact with international donors, technical assistance projects and governance sector development partners waste.
• Promote the exchange of knowledge and experience between Ukrainian and international partners regarding best practices.
• Represent the Ministry at national and international forums, conferences and technical working groups.

4. Technical support and capacity development:

• Provide technical recommendations on the design and implementation of projects in the field of waste management in accordance with EU directives.
• Support capacity development initiatives for civil servants, local authorities and stakeholders in the field of waste management and best practices.
• Participate in the development of methodological recommendations, training materials and information products.
• Assist in determining the need for technical assistance and coordinating the provision of expert support.

Qualifications:

• Master's degree in environmental management, public administration, environmental engineering, international development or a related field.
• Minimum 5 years of project coordination experience, preferably in the field of waste management, ecology or international development programs.

Required qualifications:

• Coordinating experience multilateral projects with the participation of authorities, international organizations and private sector partners.
• Strongand facilitation and moderation skills, ability to manage different views and reach consensus.
• Knowledge of waste management policies, practices and technologies, EU waste directives.
• Excellent organizational and management skills with proven ability to manage multiple priorities simultaneously.
• High level of written and verbal communication in Ukrainian and English.
• Ability to work effectively in ministries and navigate institutional structures.

Desired qualifications:

• Previous experience of working with Ukrainian ministries in matters of environmental protection or waste management.
• Experience of working in international projects development funded by UN agencies, EU institutions or bilateral donors.
• Knowledge of the processes of approximation of Ukrainian legislation to EU standards and obligations under the Ukraine-EU Association Agreement.
• Technical expertise in specific waste streams or waste management technologies.
