Competition for the search of an expert - a project manager of an electronic system for evaluating the daily functioning of a person (IT Product & Project Manager)

International charitable organization "Eastern Europe Foundation" within the implementation of the Swiss-Ukrainian program "Electronic governance for accountability" and Community Participation (EGAP)" announces a call for ansearchexpert - project manager of an electronic system for assessing the daily functioning of a person.

EGAP program implemented by the Eastern Europe Foundation and the Innovabridge Foundation in partnership with the Ministry of Digital Transformation of Ukraine and financed by the Swiss Agency for Development and Cooperation, aimed at using digital technologies to improve the quality of governance, improve the interaction of authorities, businesses and citizens and promote social innovation in Ukraine.

During 2025, the reform of medical and social expertise and the implementation of daily functioning assessment will be implemented in Ukraine support of a citizen with limitations in performing everyday tasks in order to lead the fullest possible life. As part of the reform, an electronic system based on the Diya.Engine platform of state registers is being implemented, which must be qualitatively integrated with at least 5 state registers. 700">1. Product management:

• Formation and maintenance of product vision and roadmap.
• Definition and management of product requirements (collection, analysis, prioritization).
• Collaboration with the technical team to develop solutions that meet business goals.
• Work with support and users to collect feedback and product improvement.

2. Project management:

• Planning, control and monitoring of project stages, budgets, risks and resources.
• Close coordination of the development team, and coordination with business analysts, testers and technical support team.
• Preparation and updating of the main project documents (roadmap, communication plans, matrices risks, etc.).
• Interaction with interested parties (government bodies, donors, suppliers, partners).
• Development quality control and ensuring compliance with requirements.

3. Communication and reporting:

• Interaction with representatives of the Ministry of Health and partners.
• Preparation of reports on development status, costs, risks, problems and achievements.
• Inchange and risk management.

Necessary skills and requirements:

Work experience:

• 3+ years of management experience IT products and/or projects.
• Experience in managing technical teams of 5 people or more.
• Practical experience with the full SDLC (Software Development Life Cycle) cycle.
• Would be an advantage: Experience with the development of enterprise software products.

Methodologies and tools:

• Knowledge of Agile (Scrum, Kanban), Waterfall.
• Experience of working with T&M and Fixed Price contracts.
• Use of JIRA, Confluence, MS Project

Communication and languages:

• Fluency in Ukrainian and English (upper-intermediate and above).

Relevant certifications and education will be an advantage.

Additional technical expertise will be an advantage.
