The purpose of the task:
Provide practical support with M&E, being integrated into the Public Health Center of the Ministry of Health of Ukraine (CHZ), to strengthen the M&E system for tuberculosis (including TB/HIV, TB-TB, children's TB), improving the indicator base and metadata in accordance with international standards, improving the quality and use of data, supporting international reporting, participating in national evaluations of the program, as well as contributing to the gradual improvement of TB data systems (including the priorities of integration with IS SSD / IS SZH) under the leadership of the CGZ.

Preferably full-time (or a minimum of 0.8 rates) for a specified period (for example, 6-9 months) subject to approval and availability of funding.
Main duties:
1. Analysis and evaluation of the current system of monitoring and evaluation of tuberculosis, including TB/HIV, drug-TB and childhood TB, as well as evaluation of the national program to combat tuberculosis (at the request of the Central Health and Medical Center/MoH)
2. Assessment of compliance of national indicators with international standards (WHO, Global Fund) and improvement of the list of indicators, methods of their calculation and metadata (passports, reference letters)
3. Development and updating of monitoring and evaluation plans, as well as passports of indicators for monitoring the implementation of national plans to combat tuberculosis.
4. Analytical support: analysis of trends in morbidity, mortality, service coverage and treatment outcomes, preparation of national and regional analytical reports on tuberculosis epidemiology.
5. Participation in the formation of international reporting on the "Tuberculosis" component and preparation of analytical materials for the Ministry of Health, partners, donors and international organizations.
6. Methodical and technical support for the collection, validation, coordination, integration and analysis of data from various sources (TB, HIV, laboratory dataand, mortality, IS of SZH, EMZ, statistical reporting), including identifying gaps in data quality and preparing recommendations for their elimination.
7. Support for the development of specifications for tuberculosis reporting forms in medical information systems.
8. Provision of expert, advisory and educational support: consultation, training, mentoring, development of methodological recommendations, instructions and training materials for monitoring and evaluation.
Expected results:
1. Analytical review of the tuberculosis M&E system in Ukraine.
2. Updated/improved list of indicators and methodological descriptions (including indicator metadata/passports).
3. At least 2 analytical reports or information products (dashboards, analytical notes).
4. Recommendations for improving the quality and use of data (with prioritization and an action plan).
5. Development (project) of the monitoring and evaluation plan.
6. Participating in training/mentoring support for specialists of the CGZ and regional institutions on issues of monitoring and evaluation.
7. Proposals for the module/functions of the UYAD with TV in IS SSD / IS SZHH (as needed).
8. Monthly summary report on progress (2-3 pages).
