The Fund is an executive partner of the UNHCR and implements programs for the provision of direct legal assistance throughout Ukraine, promotes changes in the national legal framework, bringing it into line with international standards in the field of human rights.
PROJECT DESCRIPTION
BF "Right to Protection" is a partner of the Response Consortium within the framework of the implementation of the project "Providing multi-sectoral humanitarian aid to victims of the conflict population in Ukraine (2023–2026)" with the financial support of the US Government. The Response Consortium is implementing a multi-sectoral humanitarian aid program for the population affected by the conflict in Ukraine. The Goal is to strengthen people's resilience and ability to overcome the consequences of war through timely access to multisectoral support and quality information management. The target groups are internally displaced persons, people affected by the war, returnees after the reduction of the intensity of hostilities, with the priority of supporting the elderly and persons with disabilities.
The geography of implementation is urban and remote rural communities of the Kharkiv, Zaporizhzhya, Dnipropetrovsk, Odesa, Kherson, and Mykolaiv regions. The economic capacity building component is implemented in Poltava, Chernihiv and Sumy regions.
The project is looking for a Specialist (position) in monitoring the situation of IDPs inm. Zaporizhzhia (Zaporizhia region).
Duties and tasks
Under the direct supervision of the senior monitoring specialist, and the overall supervision of the security coordinator and the regional team leader, the employee must:
- monitor the observance of the rights and freedoms of internally displaced persons (hereinafter referred to as IDPs) and persons injured as a result of hostilities on an ongoing basis in given locations in accordance with the existing methodology;
- visit state bodies that provide services to IDPs, places of compact settlement of IDPs, events, aimed at IDPs, etc.;
- communicate with IDPs, persons affected by hostilities, representatives of government institutions and non-governmental organizations, in order to collect information about the humanitarian situation as a whole;
- provide reports in a timely manner on a daily basis,in an updated form, based on the results of monitoring visits;
- if necessary, conduct emergency monitoring visits to places of military incidents within the region (this may also apply to weekends)
- prepare reports on a specific incident and/or the humanitarian situation in general;
- identify the most vulnerable IDPs and their needs;
- explain the legal norms for IDPs and persons affected by hostilities, counseling on other issues;
- provide other individual assistance to IDPs;
- display information in the IDPs CRM system in a timely manner and in full;
- identify potential beneficiaries for participation in the IPA cash program;
- perform other duties as needed;
- understanding and compliance with the Code of Conduct and other policies of the Fund.
Professional requirements
- higher education (preferably: sociology, jurisprudence, journalism);
- preferred knowledge of human rights;
- readiness for significant work in the "fields" (outside office);
- readiness for a large number of trips and beyond the standard working hours;
- knowledge and understanding of the legislation regarding IDPs and the territory of the OOC;
- ability to collect information in accordance with the goals and objectives of the project;
- skills to prepare reports (analytical, regarding a separate incident);
- understanding of humanitarian principles;
- excellent communication skills, readiness for daily communication with people (IDPs, representatives of government institutions);
- preference is given to IDPs who lost their jobs due to displacement;
- self-motivation;
- flexibility.
Living in the specified location and awareness of the local situation will be significant advantages.
