Specialist of the legal aid project on housing restoration in Danish Refugee Council / Danska Rada u spravah bizhenciv v Ukrayini

Представництво Датської Ради у справах біженців (ДРБ) є провідною міжнародною гуманітарною організацією, основною метою якої є захист, підтримка та просування довгострокових рішень для постраждалого від переміщення населення.

ДРБ існує в Україні з 2014 року. На даний момент у ДРБ працює понад 800 співробітників загалом на території України. У 2024 році ДРБ продовжить суттєве розширення для впровадження реагування на надзвичайні ситуації в секторах соціально-правового захисту, економічного розвитку, відбудови житла та розселення та гуманітарного роззброєння та миробудівництва (гуманітарного розмінування), надаючи пряму підтримку відповідальним особам та громадським організаціям (ГО), а також їх партнерам. ДРБ надалі розвиватиме довгострокові рішення, адаптуючи їх до ситуації, що змінюється.

Наразі ДРБ шукає Фахівець проекту з правової допомоги з питань відновлення житла для своєї діяльності в Миколаєві.

Ця позиція буде підпорядковуватись Керівнику групи з питань правової допомоги.

Загальна мета ролі:
 Фахівець  проекту з правової допомоги з питань відновлення житла відіграватиме ключову роль в реагуванні ДРБ на потреби Півдня України. Ця позиція є надзвичайно важливою у процесі відновлення постраждалих регіонів, оскільки вона забезпечує швидке та ефективне повернення людей до нормальних умов проживання та функцій. Цей напрямок включає надання технічної підтримки, забезпечення ефективного планування, впровадження та подальший контроль всіх технічних аспектів діяльності сектору в програмах, що впроваджені ДРБ. Фахівець  проекту з правової допомоги з питань відновлення житла надає адміністративну та технічну підтримку комісіям, які розглядають заяви про відшкодування громадянам за пошкоджене або зруйноване житло. Він/вона забезпечує якісну технічну підтримку  з  дотриманням законодавства. Підтримуватиме добрі стосунки з відповідними зацікавленими сторонами та іншими гуманітарними суб’єктами, для того щоб забезпечувати належну реалізацію та координацію діяльності секторів ДРБ. Ця посада передбачає територіальне підпорядкування та забезпечує дотримання процедур та інструкцій ДРБ на території Півдня України.

Вашими основними обов’язками будуть:

Програмна діяльність: 

• Надавати високоякісну технічну та адміністративну підтримку, консультацію членам комісії з розгляду питань щодо надання компенсації за пошкоджені об’єкти нерухомого майна внаслідок бойових дій, терористичних актів, диверсій, спричинених збройною агресією Російської Федерації проти України (надалі - Комісія).
• Сприяти Комісіям в отриманні інформації  про останні зміни в законодавстві, що стосуються інформаційних і технічних змін з питань що застосовуються при розгляді заяв про відшкодування громадянам за пошкоджене та зруйноване житло.
• Організовувати та сприяти проведенню тренінгів  для членів  Комісії спрямованих на  навчання яке істотно впливає на ключову роль у підвищенні кваліфікації членів комісії.  Це включає організацію навчальних заходів, підготовку матеріалів та забезпечення того, що члени комісії володіють усіма необхіднимand knowledge to effectively perform their functions regarding the latest legislative changes,
• Ensure efficient and effective implementation of the program, adhering to the budget and work plan.
• Participate in the preparation of monthly/quarterly/annual summaries/ reports and proposals for donors.
• Participate in the analysis of legal issues for the preparation of informational materials, advocacy letters, briefs.
• Contribute to contextual and needs analysis, as well as recommendations/feedback languages ​​regarding the development of new program paths and innovative approaches.
• To facilitate cooperation with implementing partners during project implementation, database management, monthly and weekly reporting on project activities.
• To assist in conducting a legal assessment as part of the field staff of the DRC.
• Coordinate work with other departments in the DRC to facilitate referrals and exchange information
• Support the organization of public events such as meetings, round tables, technical working groups and participation in such activities on behalf of the DRB.
• Any other duties that may be assigned by the Legal Aid Project Team Leader related to the achievement of the objectives of the program activities.
• Adhere to all relevant DRB policies and procedures.

Activity Reporting/Logistics:

• Prepare a weekly work plan in agreement with the Legal Aid Project Team Leader.
• Track and manage cases.
• Provide data for weekly, monthly report.
• Document results needs assessment; including the preparation of reports and other relevant documents.
• Assist in maintaining the archiving system in an up-to-date state (both in paper and electronic form).
• Assist in the development of necessary forms, questionnaires and other templates.
• Plan ahead and coordinate logistical support and movement of personnel to and from various operational areas.
• Initiate procurement and ensure their execution.
• Ensure preparation and timely delivery of logistics distribution plans.

Coordination and representation:

• Establish good relations with relevant local self-government bodies, government representatives, public organizations, including understanding needs, through regular visits and frequent contacts.
• Assist in providing information and cooperation with community representatives and relevant authorities.
• Attend and participate in coordination meetings delegated by the manager.
• Collaborate with relevant internal and external technical experts on industry issues.
• Ensure integration with other sectors of the DRB.

About you:

To be successful as a Housing Recovery Legal Aid Project Specialistwe expect you to be have excellent knowledge in the field of construction, urban planning and civil engineering. We also expect the following:

• Must have certificates of the responsible executor (architect or design engineer, or technical supervision engineer, orexpert in technical inspection of buildings and structures).
• Minimum of 5 years of relevant professional experience.
• Desirable experience of working in non-governmental humanitarian organizations.
• Experience of public speaking.< /li>
• Experience of field trips.
• Experience of working with vulnerable groups and communities.
• Good communication, analytical, professional and research skills.
• Ability to provide high-quality, targeted and affordable advice.
• English language - preferably Intermediate level.
• Perfect command of the Ukrainian language.
• Confident computer user and office programs..
