We are looking for a Property and Personal Security Specialistfor the NRC Northern Regional Office in the city Chernihiv.
The goal of NRC's Humanitarian Access and Security (HAS) function is to provide essential humanitarian assistance in a safe manner to the communities and partners we work with, as well as to our staff. Despite NRC's successes in helping those in need, security and access constraints remain significant challenges. Obstacles such as conflict and violence, environmental and physical challenges, bureaucratic obstacles and interference with humanitarian operations hinder the provision of services and protection to people affected by displacement.
The Humanitarian Access and Security (HAS) Officer provides a wide range of humanitarian access, security and protection support within the region. Under the supervision of the HAS Coordinator, the HAS Officer supports the implementation and monitoring of NRC policies, plans, procedures, tracking tools, and processes in the Northern Regional Office and relevant field offices (Chernihiv and Shostka). This role requires frequent presence in the field to ensure the safe and sound execution of programs and a duty of care for NRC personnel.
Your responsibilities will include:
- Support implementation of the NRC Global HAS Management System at the regional level, prepare the required reports and implement the HAS Operational Plan elements focused on regional/field offices.
- Contribute to the development of a culture that ensures safe and principled humanitarian assistance and support the implementation of the Minimum Standards for Safe and Inclusive Programming.
- Support the development of HAS documents at the level region/field office, including contingency planssituations, access strategies and standard operating procedures (SOPs) in accordance with organizational standards.
- Assist the HAS Manager/Coordinator in conducting Security Risk Assessments (SRA) and Access Assessments, including Rapid SRA for new operational locations, working with management to identify and implement appropriate risk mitigation measures and support secure programming.
- Provide education and training for staff on access, security and protection issues, and conduct regular briefings.
- In coordination with the HAS Manager and Line Manager, liaise with UN agencies, NGOs, local authorities and other external actors to share and obtain security information to inform operations and security management, and to increase humanitarian access and protection humanitarian space at the district level.
- Ensure compliance with NRC policies, instructions and procedures and have specific responsibility for HAS policies and procedures.
- Support AON during leave and high intensity operations as needed. Conduct physical inspections of all HSS related equipment.
- Prepare reports as required.
- Prepare and conduct HAS induction sessions for new Regional/Field Office staff, as well as briefings and debriefings with colleagues or visitors, providing relevant information on event venues, focusing on practical measures to prevent and mitigate security risks and reporting mechanisms.
- Update all necessary information for HAS documents, including Secure Mission Planning (SMP), Standard Operating Procedures (SOP), Hibernation, Relocation and Evacuation (HRE) plan, and Medical Evacuation (MEDEVAC) plan.
- Conduct assessments of all new leased facilities and ensure all safety and security measures required prior to occupancy are in place.
- Monitor implementation of specified measures for these infrastructure.
- Ensure the monitoring of vehicle and personnel movements in accordance with procedures, as well as the presence and proper condition of the necessary safety and security equipment in each vehicle.
- Regularly accompany colleagues and/or visitors to the site to identify, plan and implement HAS procedures, enrich security risk assessments and support in obtaining and maintaining humanitarian access.
- Request or create users for new staff in the online travel authorization request system.
- Review and approve travel requests for activities and visits within the district.
- Update the district staff communication scheme and conduct test activations.
- Provide necessary training for the proper use of alternative communication system devices in collaboration with support teams.
- Upon certification, assist in the planning and conduct of periodic Hazardous Environment Personal Safety (HEIST), Field First Aid, and Fire Safety training for district personnel by maintaining an appropriate training log.
- Promote and facilitate the proper reporting, documentation, and support management of HAS incidents in the area/field office.
- Facilitate the hibernation of personnel or relocation in emergency situations.
- Promote adherence to safeguarding principles and commitments within the NRC and among the communities it serves NRC.
- Perform any other tasks related to HAS and the position as delegated by the line manager.
Requirements:
- Minimum of two years of relevant experience in humanitarian or development operations.
- Basic understanding of humanitarian principles and their application in programmatic and advocacy activities, NGO security and risk management, and humanitarian access.
- Previous experience working in complex environments.
- Proficiency in MS Office programs, including Word and Excel.
- Working proficiency in the relevant language (Ukrainian) both written and spoken.
- HeIST certified trainer (or in the process of certification).
- Experience interacting with communities and authorities, as well as with NGO.
- Working proficiency and/or spoken English is an added advantage.
