GO "Divchata" is an all-Ukrainian public organization that supports women and girls in 333+ communities throughout Ukraine. The organization develops educational, psychological and advocacy programs, helping women and girls overcome the consequences of war and restore self-confidence. Among the key directions are sexual education and protection from gender-based violence, psychological support and professional retraining. A team of over 500 specialists creates safe spaces, provides help through a hotline and through individual and group psychological support, implements large-scale research and projects that change the lives of thousands of women in Ukraine. GR),who will help establish and maintain systemic interaction with state institutions, represent the position of the Organization in the processes of state policy formation, in particular in the context of the European integration of Ukraine, and promote the promotion of advocacy initiatives in the field of gender equality, education and children's rights.


In this role, you will work on the development of institutional dialogue with government bodies, in particular the Ministry of State Education and of science, you will participate in consultations and working groups, as well as participate in the review and update of the advocacy strategy for the implementation of comprehensive sexuality education (CSE), taking into account feedback from children, parents and teachers.


Within this role, the main part of the work (about 80%) will be related to supporting the integration of gender equality in the processes of European integration and public policy, as well as about 20% — with advocacy work in the field of education, in particular regarding the implementation of comprehensive sexual education.


Your area of responsibility:

  • ensuring systemic interaction of the NGO "Divchata" with state authorities and local self-government bodies, in particular with relevant ministries, parliamentary committees and other state institutions;
  • monitoring and analysis of legislative and regulatory initiatives in the context of the European integration of Ukraine and gender policy, which may affect the activities of the organization and the field of children's rights, education and gender equality;
  • preparation of analytical, positional and informational materials, in particular analytical reports, proposals for regulatory and legal acts, official appeals and recommendations;
  • participation in consultations, working groups, public discussions and others formats of interaction with state institutions;
  • organization and support of official communication with authorities, including the preparation of letters, position documents and materials for meetings;
  • support of advocacy initiatives of the organization in the field of education, in particular regarding the introduction of comprehensive sexuality education (CSE) and the integration of gender-transformative approaches into educational policy;
  • promotion of principles gender equality and gender-transformative approachesods in state policy in the field of education and reconstruction processes;
  • preparation of agendas, materials and minutes of meetings with state stakeholders;
  • support and development of professional working contacts with key state partners and other stakeholders;
  • consultative expert support on the integration of EU standards in the field of gender equality into state policies and processes restoration;
  • representing the position and activities of the NGO "Divchata" during meetings, consultations and public events.

Our expectations from the candidate:

  • 3 years of experience in the field of interaction with government bodies (Government Relations / GR), advocacy or public policy, preferably in the public, humanitarian or development sector;
  • experience in preparing analytical, positional or legal documents (analytical reports, recommendations, proposals for legal acts, official appeals);
  • understanding of the processes of formation and implementation of state policy in Ukraine, as well as decision-making procedures in state bodies;
  • experience in organizing and supporting interaction with state institutions (participation in working groups, consultations, public discussions, preparation of materials for meetings);
  • analytical work skills: skills monitor and analyze legislative initiatives and assess their impact on the organization's sphere of activity;
  • experience in preparing official business communication with government structures;
  • confident user of Google Workspace / MS Office;
  • availability of a 3rd group FOP or willingness to register a FOP;
  • high level of responsibility, systematic, analytical thinking and attention to detail;
  • ability to work with various stakeholders, effectively plan work and maintain long-term professional relationships
  • understanding of approaches to gender-sensitive recovery and integration of gender equality into public policy will be an advantage.
