General information

"Partnership for a strong Ukraine" Phase 2 (PFRU-2) is a multi-year donor program implemented under the management of the Ministry of Foreign Affairs, of Commonwealth of Nations and Development Affairs (MFA) of Great Britain in cooperation with the Government of Ukraine. The purpose of PFRU-2 is to provide the Ukrainian state with better conditions for managing the inclusive recovery and revival of Ukraine in partnership with civil society and the private sector in the face of Russian aggression.

Main tasks and responsibilities (key functions):

The Social Media Monitoring Specialist will be responsible for the ongoing monitoring, analysis and acquisition of information from social media in order to support strategic communications, program activities and evidence-based decision-making, including data collection, development of research tools, communication with project teams and external providers of social media monitoring services.

Specific duties on this positions:

  • Monitoring online conversations, trends and narratives related to program topics, priority countries and target audiences.
  • Monitoring posts, comments, mentions, hashtags, discussions on major platforms (e.g. Facebook, X/Twitter, Instagram, YouTube) and relevant forums, blogs, LinkedIn news sites.
  • Setting up and maintaining dashboards and notifications using social network monitoring tools.
  • Conducting qualitative and quantitative analysis of online discussions to identify new issues, risks, misinformation, sentiment trends, issues of concern to the public.
  • Preparation of practical findings to support the process of implementing communication strategies, mapping stakeholders and adopting programmatic solutions.
  • Identifying key influencers, thought leaders, digital communities relevant to the program.
  • Providing regular reports on monitoring results (weekly, biweekly or monthly, depending on the needs of the program).
  • Preparing thematic or ad hoc analytical reports in connection with specific events, crises or requests for information.
  • Presenting the results in in a clear, data-supported format with visualization, summarization and recommendations.
  • If necessary, provide consultations and support the development of the capacity of cross-industry and project teams in the field of social network monitoring.

Qualifications:

  • Bachelor's (preferably Master's) degree in communications, sociology, data science, marketing, or related field.
  • Minimum 3 years of professional experience in social media analytics/monitoring or digital research.
  • Proven ability to design Boolean queries, interpret sentiment analysis results and form actionable conclusions in a tight timeframe.
  • Hands-on professional experience with at least one enterprise-level social media monitoring platform, knowledge of social media APIs will be an advantage.
  • Proven experience in social media analytics, digital research or online monitoring.
  • Knowledge of social media monitoring platforms and data analysis tools.
  • Ability to work with and maintain sensitive information privacy.
  • Fluency in Excel and BI or data visualization tools (Power BI, Tableau or similar); knowledge of scripts (Python/R) will be an advantage.
  • Deep understanding of the information environment and social networks in Ukraine.
  • Fluency in Ukrainian and English (written and spoken).
  • Experience with donor programs (FCDO, USAID, EU, etc.) is desirable.

    The position involves working in Kyiv (Ukraine).

    Background 

    The Partnership Fund for a Resilient Ukraine – Phase 2 (PFRU-2) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine. PFRU-2’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression.

    Principal Services and Responsibilities (Essential Functions)

    The SML Specialist will be responsible for providing ongoing social media monitoring, analysis, and insights that support the strategic communication, programme activities, and evidence-based decision-making, including data collection, research tools development, communication with project teams and external SML vendors.

    Specific responsibilities for the role:

    • Track online conversations, trends, and narratives relevant to the programme’s thematic areas, priority countries, and target audiences.
    • Monitor posts, comments, mentions, hashtags, and discussions across major platforms (e.g., Facebook, X/Twitter, Instagram, LinkedIn, YouTube) and relevant forums, blogs, and news sites.
    • Set up and maintain dashboards and alerts using social listening tools.
    • Conduct qualitative and quantitative analysis of online discourse to identify emerging issues, risks, misinformation, sentiment patterns, and public concerns.
    • Produce actionable insights to support communication strategies, stakeholder mapping, and programmatic decision-making.
    • Identify key influencers, opinion leaders, and digital communities relevant to the programme.
    • Deliver regular monitoring reports (weekly, bi-weekly, or monthly depending on Programme needs).
    • Prepare thematic or ad-hoc analytical briefs in response to specific events, crises, or information requests.
    • Present findings in a clear, data-driven format, including visualisations, summaries, and recommendations.
    • Advise and support capacity building of the cross-cutting and project teams on social media listening practices when required.

    • Proven experience in social media analytics, digital research, or online monitoring.
    • Familiarity with social listening platforms and data analysis tools.
    • Ability to work with sensitive information and maintain confidentiality.
    • Advanced skills in Excel and BI or data?visualisation tools (Power BI, Tableau, or similar); scripting (Python/R) is an asset.
    • Solid understanding of Ukraine’s information environment and social media.
    • Fluency in Ukrainian and English (written and spoken).

    Reporting:

    The Social Media Listening Specialist will report to the Research Director.

    Duration of Assignment/LOE:

    Six-month assignment.
