Leading specialist of the housing rehabilitation program / Shelter & WASH Technical Officer Chernihiv in Norwegian Refugee Council / NRC

HUrvine Refugee Council ( NRC) is an independent, humanitarian non-governmental organization founded in 1946 year We provide assistance, protect the rights and contribute to solving the problems of refugees, internally displaced persons and other persons affected by armed conflict.  NRC began its activities in Ukraine at the end of 2014, supporting people affected by the conflict in the east of the country. We are currently increasing our efforts in Ukraine and neighboring countries to provide assistance to people who have been forced to leave their homes due to war.

We are looking for a Lead Specialist in the Housing Rehabilitation Program

strong> to the NRC Northern Regional Office in Chernihiv.

Your responsibilities will include:

• Ensuring timely implementation housing restoration programs (repair, rehabilitation and/or reconstruction) in accordance with strategy, proposals, budgets and plans, as well as in accordance with NRC policy and donor requirements
• Conducting structural assessment of buildings and facilities and providing proposals for technical decisions regarding material assistance, repair and/or reconstruction
• Providing technical information for the development of work plans, technical specifications, scope of work specifications, cost estimates, construction drawings (CAD)
• Conducting completion estimates works and preparation of recommendations regarding payments, interim and final acts of completed works
• Providing technical support to contractors and beneficiaries, supervision of construction works and ensuring compliance of the quality of materials and execution of works with technical specifications
• Providing, if necessary, support municipalities and other government bodies (especially those without proper construction and procurement departments) in the development and engineering of projects
• Ensuring the targeting of projects to the beneficiaries most in need of assistance, studying and evaluating new and best ways to provide assistance
• Ensuring timely distribution of materials and equipment in accordance with NRC procedures

Requirements:

• Experience as an engineer (preferably construction), knowledge of estimates, norms and standards of construction works, including critical social infrastructure objects
• Higher education in the field of architecture, engineering (or related fields)

• Computer skills: MS Word, MS Excel, AutoCAD
• Experience in technical expertise in a humanitarian/restorative context will be an added advantage
• Fluency in Ukrainian
• Proficiency in English at the pre-intermediate / intermediate level, both written and spoken, is mandatory
