DRB has existed in Ukraine since 2014. At the moment, more than 700 employees work in the DRB in total on the territory of Ukraine. In 2024, the DRB will continue to significantly expand to implement emergency response in the sectors of social and legal protection, livelihoods, housing reconstruction and humanitarian disarmament and peacebuilding (humanitarian demining), providing direct support to responsible individuals and non-governmental organizations (NGOs), and as well as their partners.
DRB is currently looking for a Housing Rehabilitation Project Team Leader with an office location in city Kharkov.
About the job:
Under the leadership of the Housing Rehabilitation Program Manager Head of the rehabilitation project team of housing will ensure effective and efficient implementation of the program, including technical support and coordination of rehabilitation measures. He/she will be responsible for the management and leadership of the housing recovery team, providing technical support and guidance on all matters from the team. He/she will ensure the quality of planning, implementation and control of all technical aspects of the sector activities implemented by the DRB.
Your main responsibilities will be:
Leadership and management of the team:
- Provide technical support and manage the team.
- Ensure the quality of planning, implementation and control of all technical aspects of the activities of the sector implemented by the DRB.
- Develop and maintain good relations with persons under care, relevant stakeholders and other humanitarian organizations in order to support proper implementation and coordination sectoral activities of the DRB.
- Ensure effective planning and high-quality implementation of sectoral/support measures.
- Monitor the quality of the team's daily activities and ensure timely performance of all field work and field teams.
- Study different local construction materials/methods and identify the best ones to use.
- Develop and initiate new ideas to maximize assistance to beneficiaries, liaise with local authorities responsible for housing and infrastructure in the region activities.
Program and operational activities:
- Ensuring effective and resltative implementation of the program, adhering to the budget and work plan.
- Provide technical support and input to all activities related to housing.
- Liaise with selected construction companies for coordination restoration works and ensuring compliance with the quality standards of the DRB.
Coordination and representation :
- Collaborate with relevant internal and external technical experts on sector-specific issues.
< li>Represent DRB at meetings and other relevant technical coordination meetings.- Ensure integration with other sectors of DRB
Developmentprojects:
- Development of project tools, plans and budgets for financing.
- Project implementation, reporting and evaluation
Logistics/Finance:
- Maintain monitoring of financial commitments and expenditures in accordance with budgets and provide timely feedback on monitoring budget execution.
- Ensure preparation of all documentation related to providing assistance, in accordance with Ukrainian legislation and the requirements of the DRB
- Planning and proactive coordination of logistics and the movement of personnel from and to various operational areas.
- Initiating purchases and ensuring their implementation.

About You
- To be successful in this role, we expect you to have at least 2 years of management experience, preferably in humanitarian response in an international NGO, agency UN, relevant ministry or local authority.In addition, we also expect the following:
- 2 years of practical experience in the sector, preferably in an international NGO
- Minimum 3 years of professional work experience as an engineer responsible for construction projects or similar experience
- Languages: English at a level not lower than Upper Intermediate
- Computer literacy: Excellent command of MS Word , Excel and PowerPoint, GIS and AutoCAD software skills are an advantage
