BF "Right to Defense" (PnZ) is a charitable organization that concentrates its activities on providing assistance to internally displaced persons, persons in need of international protection, stateless persons, persons at increased risk of statelessness and persons without documents. PnZ is an executive partner of UNHCR and implements programs of providing direct legal assistance throughout Ukraine, promotes changes in the national legal base, bringing it into line with international standards in the field of human rights.  

This position is announced within the framework of the PnZ Protection Monitoring Program, which monitors compliance with the rights and freedoms of internally displaced persons (IDPs) and victims of hostilities population at the national, local and individual levels, conducts needs assessment and takes measures to protect and support rights. The senior security monitoring specialist reports to the security monitoring coordinator, interacts with the regional head of the office and the coordinator of mobile teams.

The role of the senior protection monitoring specialist: coordinating the work and team building of the regional team of monitoring specialists, providing methodological support, communicating with key stakeholders and advocating for changes at the local level, developing/training the regional team in the field of humanitarian standards and protection.

DUTIES AND RESPONSIBILITIES

  • Coordinates the work of monitoring specialists at the level of regional offices in accordance with the protocols, goals and objectives defined by the program, as well as the goals and objectives of the projects;
  • Together with the deputy program coordinator and the project coordinator, prepares the project implementation plan in terms of monitoring, ensures the launch of project activities in the region, monitors the implementation of project plans regarding monitoring, monitors the achievement of indicators;

  • Participates in the selection of candidates for the positions of monitoring specialists, facilitates the adaptation of new employees at the office level, including explaining individual provisions of the instructions, provides assistance in the application/implementation of the instructions, monitors passing training on the Fund's Policies, passing mandatory tests, monitors compliance with the Policies;
  • Conducts additional training for monitoring specialists on the methodology and use of data collection and needs assessment tools ( together with the data manager)
  • Distributes tasks between monitoring specialists, plans the schedule and geography of trips, ensures the availability of transport (together with the coordinator of mobile teams);
  • < li style="font-weight: 400">Monitors the workload of monitoring specialists, redistributes tasks if necessary; approves vacations, business trips and MTP of monitoring specialists;
  • Organizes and supports internal cocommunication in the team, receives constant feedback from monitoring specialists regarding the implementation of project activities, challenges and proposals for changes, provides feedback to monitoring specialists;
  • Monitors the timeliness and completeness of the submission of reports by monitoring specialists;
  • Establishes and maintains contacts with interested parties in communities (CSOs, heads of institutions, initiative groups, councils of IDPs, etc.); 
  • Organizes and conducts working meetings with representatives of local authorities and partner organizations in order to ensure the work of the team (together with the coordinator of mobile groups);
  • Implements and/or supports local advocacy initiatives in cooperation with the advocacy coordinator and regional manager;
  • Organizes regional advocacy events (offline and online) according to project tasks; 
  • Performs monitoring visits in order to assess the effectiveness of the work of monitoring specialists, prepares reports and recommendations to the coordinator of the area and the project manager based on the visits; reports on the results of the work of monitoring specialists to the deputy program coordinator, project coordinators;
  • Collects the training needs of monitoring specialists, monitors opportunities for training at the regional level, prepares proposals for filling of training programs, ensures the participation of monitoring specialists in trainings;
  • Provides support to the regional team in training on protection issues (in particular, public security, child protection, etc.);
  • < li style="font-weight: 400">Interacts with other programs of the Fund, coordinates cooperation and referrals (internal and external);
  • Ensures the exchange of experience and knowledge between monitoring teams and specialists of other program directions at the level of regional offices;
  • Informs the regional manager about any emergency situations, conflicts, gaps in the monitoring team's activities and offers possible solutions.< /li>

PROFESSIONAL REQUIREMENTS

  • Higher education in the field of management, social sciences, psychology, pedagogy, management, law and other relevant fields
  • Preferably 2 years of experience in international technical assistance projects, humanitarian sphere
  • Experience in managing teams (from 10 people)
  • Understanding the functions, tasks and activities of the monitoring area
  • Experience of working with communities
