Our activity in Ukraine began in 2014. Since then, we have greatly expanded our geographic presence, providing support to children and families affected by war. We work in areas such as education, child protection, food security and social support, as well as advocacy activities aimed at ensuring lasting change in children's lives. also within the Operations Hub in Ukraine, South Office and East Office.
The position focuses on supporting partners in developing reliable risk management systems, improving internal controls and integrating security practices into all aspects of their operations. This includes conducting comprehensive risk assessments of partners, joint development of risk mitigation plans, as well as consulting and training to ensure compliance with SCI policies, donor requirements and Ukrainian legislation.

Main responsibilities:
Strengthening risk management, compliance and security capacity
Lead risk management and security capacity building initiatives among partner organizations and SCI staff in Regional Offices.
Conduct orientation sessions for partners and new employees on risk management, security (Safeguarding Framework), policies, standards and tools, ensuring an understanding of key risks and mitigation measures.
Develop and implement capacity development plans for partner organizations based on identified gaps in risk and safeguarding.
Partner risk assessment and risk management planning
Support the partner assessment process, identify gaps in risk management and security and develop plans for their elimination.
Provide technical support to partners in creating risk registers and tracking risks during project implementation.
Maintain the integration of security aspectssafety integration into program planning and implementation, including child-centered spaces and digital learning initiatives.
Internal Control and Governance
Support the implementation of recommendations from audits and investigations in partner organizations, ensuring timely implementation and documentation.
Contribute to the implementation of regional office and corrective action plans measures identified during inspections or audits.
Consulting and technical support
Monitor changes in Ukrainian legislation, updating policies and procedures, donor requirements and changes in the humanitarian context — especially those that affect work with partner organizations.
Provide quality advice to partners and Regional Offices on risk management, compliance and safeguarding, ensuring compliance with SCI policies, donor requirements and legal regulations of Ukraine.
Share best practices and develop practical solutions to new safeguarding risks and challenges among SCI partners.
Incident reporting, response and investigation
Collaborate with other departments (e.g. Awards & Partnerships, MEAL, HR) to ensure SCI partners, communities and staff are aware of integrity standards and whistleblowing mechanisms.
Work with MEAL and partners to develop or improve effective and contextually appropriate whistleblowing mechanisms, particularly for the children and communities the organization works with.
Advise on the identification of reportable incidents, guide users in making complaints and ensure appropriate escalation according to policies and compliance requirements.
Provide independent support in reporting incidents through the DATIX system (especially when partners or staff do not feel comfortable reporting directly).
Support safeguarding and fraud investigations in accordance with the SCI investigative framework. Ensure timely completion of investigative tasks and confidentiality of information, as well as proper storage of documentation on a secure centralized platform.
To be successful, you must have:
2-3 years of relevant experience.
Unquestionable high level of integrity and ethics. Commitment to the organization's values.
Ability to challenge decisions based on an independent assessment of the control system.
Experience working effectively independently and with minimal supervision. Strong organizational and self-management skills, ability to take initiative and meet tight deadlines.
Ability to build strongrelationships, experience in forming partnerships and using a collaborative approach.
Excellent communication skills. Fluency in English and Ukrainian (oral and written).
Ability to coordinate work in a team and motivate others.
High level of cultural awareness and ability to work effectively with people from different cultures and social environments.
Willingness to travel frequently to SCI offices in Ukraine, partner offices and project locations (at least 50% of working time).
Computer literacy; confident use of MS Word, Excel, PowerPoint, Outlook and ability to learn new programs quickly.
Desired Requirements
Experience in an NGO or similar organization working with vulnerable communities and children.
Experience in humanitarian and/or development programs.
Experience in fraud risk management and safeguarding.
Working day from 9 am to 5 pm
