General information

"Partnership for a strong Ukraine" Phase 2 (PFRU-2) is a multi-year donor program implemented under the management of the Ministry of Foreign Affairs, of Commonwealth of Nations and Development Affairs (MFA) of Great Britain in cooperation with the Ukrainian government. The purpose of PFRU-2 is to provide the Ukrainian state with better conditions for managing the inclusive recovery and revival of Ukraine in partnership with civil society and the private sector in the face of Russian aggression.

Main tasks and responsibilities (key functions):

Research specialist is responsible for the implementation of sociological research projects, ensuring high-quality data collection and analysis, as well as providing effective conclusions for integration into the program strategy, interventions of specialist units and practice. This position requires an understanding of project management in the field of sociological research, strong analytical skills, expert knowledge in the field of statistical analysis, and the ability to transform complex data into actionable recommendations.

Specific responsibilities in this position:

  • Participate in the development of proposals, research frameworks, professional guidelines, data collection tools.
  • Participation in the design and management of studies using mixed, quantitative and qualitative methods (from conception to completion).
  • Participation in contextual analysis, literature review, stakeholder consultation, needs assessment, fieldwork supervision.
  • Collaboration with internal departments and external research service providers.
  • Ensuring compliance with ethical norms and data protection standards.
  • Participating in quantitative and qualitative data analysis using tools such as STATA, SPSS, NVivo, R and others.
  • Interpreting results and preparing high-quality reports, research findings and analytical notes for various audiences.
  • Participating in the development of monitoring frameworks, evaluation and organizational training (MEL).
  • Performing unplanned tasks and duties (as needed and as directed by the supervisor) to ensure the overall effective implementation of PFRU-2 activities.

Qualifications:

  • Master's degree or higher in social sciences or related field.
  • Minimum of 5 years of applied research experience.
  • In-depth knowledge of both qualitative and quantitative research methods.
  • Excellent command of research process, design, collection and analysis methodologies
  • Proficiency in statistical and qualitative analysis software.
  • Proven project management experience.
  • Knowledge of research ethics and best practices.
  • Experience working with research institutions or policy organizations (preferred).
  • Proven writing skills for both professional and non-specialist audience.
  • Experience in managing donor projects will be an advantage.
  • Ability to communicate clearly and succinctly, both orally and in writing, strong intercultural communication skills and sensitivity.
  • Ability to manage multiple priorities in a dynamic environment.
  • Fluency in English and Ukrainian (written and orally).

Subordination:       

The Research Specialist will report to the Director of Research.

Length of Employment/Length of Engagement (LOE):

This position is full time.

The Partnership Fund for a Resilient Ukraine – Phase 2 (PFRU-2) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine. PFRU-2’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression.

Principal Services and Responsibilities (Essential Functions): 

The Research Officer is responsible for executing social research projects, ensuring high-quality data collection and analysis, and delivering impactful findings to inform the program strategy, technical teams’ interventions, and practice. This role requires understanding of social research project management, strong analytical skills, statistical analysis expertise, and the ability to translate complex data into actionable insights.

Specific responsibilities for the role:

  • Participate in developing proposals, research frameworks, technical guidance and data collection tools.
  • Contribute to the design and manage mixed-methods, quantitative and qualitative research studies from concept to completion.
  • Participate in conducting contextual analyses, literature reviews, stakeholder consultations, needs assessments and fieldwork supervision.
  • Collaborate with internal teams and external research partners.
  • Ensure ethical compliance and data protection standards are upheld.
  • Contribute to the analyse quantitative and qualitative data using tools such as STATA, SPSS, NVivo, or R, other.
  • Interpret results and draft high-quality reports, research deliverables, and policy briefs for different audiences.
  • Contribute to the design of Monitoring, Evaluation, and Learning (MEL) frameworks.
  • Ad hoc tasks and duties as required and assigned by the supervisor to ensure the overall efficient implementation of PFRU-2 activities.

  • Fluency in English and Ukrainian (written and spoken) is required.

Management of the Assignment: 

Research Officer will report to the Research Director.

This will be a full-time assignment.
