General information

Program "Partnership for a strong Ukraine" (PFRU) is a multi-year donor program implemented under the management of the Ministry of Foreign Affairs, Commonwealth of Nations and Development (MFA) of Great Britain in cooperation with the Government of Ukraine. The purpose of PFRU-2 is to provide the Ukrainian state with better conditions for managing the inclusive recovery and revival of Ukraine in partnership with civil society and the private sector in the face of Russian aggression.

Main tasks and responsibilities (key functions):

The research specialist of the strategic project "Public Administration and Infrastructure Rehabilitation" (PAIR) will be responsible for the management, joint development and implementation of research projects, including data collection and the development of research tools, in order to inform the PAIR project interventions and activities on building the capacity of local authorities by providing them with the necessary tools and knowledge for the development and implementation of inclusive restoration projects aimed at effectively solving the community's priority tasks. The Research Specialist, in close cooperation with the PAIR project team, will provide reliable, inclusive intervention data within the framework of all four sub-projects — "Infrastructure Restoration", "Inclusive Service Delivery", "Participatory Approach to Inclusive Recovery Planning", "Transparency, Accountability and Data Collection". This position requires strong data analysis skills, research tool development, and experience in applied sociological and policy research. The candidate must also demonstrate knowledge of local government structures in Ukraine, decentralization reform and recovery planning processes, as well as the ability to combine specialized research with practical program design and implementation. The Research Specialist will also play an important role in coordinating activities with cross-functional components (including MEL) to ensure GEDSI integration and adherence to data quality standards.

Specific Responsibilities for this position:

  • Develop (independently or as part of a team) and management of research using mixed methods, data collection and analysis to provide information support for four PAIR sub-projects, including public opinion surveys, needs assessment, measures to ensure the effectiveness of services, with an emphasis on targeted PFRU services, transparency and accountability of local authorities, digitization of services, community involvement.development of program strategy and adaptation of program activities.
  • Management (together with the team) and coordination of the needs assessment process at the community level in order to identify gaps in service provision, infrastructure restoration, digital transformation and formation of public trust.
  • Research and monitoring of factors that affect public trust in local authorities, including service delivery efficiency, service coverage, transparency, accountability, digitization, public activism.
  • Analysis of issues of digital inclusion and the dynamics of digital transformation with an assessment of barriers to access and opportunities in order to increase public activism and improve service delivery.
  • Promoting organizational learning and knowledge sharing through the preparation of analytical briefs, dissemination of results and support for adaptive management in project teams and among partners.
  • Coordination and participation in gap analysis based on open data in combination with express surveys, focus groups and interviews with key informants (representatives of local authorities, communities, local NGOs).
  • Ensuring the integration of GEDSI issues, conflict sensitivity and regional diversity in research planning, data collection and interpretation.
  • Participation in the development of monitoring systems and organizational training to evaluate the effectiveness of PAIR project activities.
  • Other special analytical or coordination tasks on behalf of the manager in order to ensure an evidence-based, adaptive approach to the implementation of PFRU-2 measures.

Qualifications:

  • Master's degree or higher in the field in the social sciences or a related field.
  • Minimum 4-5 years of experience conducting sociological research, preferably in the areas of local government, service delivery, community needs, community engagement, social cohesion at the local level.
  • Proven ability to design and conduct surveys, focus groups, interviews, and research using mixed methods in collaboration with partners.
  • Working proficiency data collection and analysis tools such as Excel, PowerBI, SPSS,R; familiarity with data visualization platforms will be an advantage.
  • In-depth knowledge of the Ukrainian institutional landscape related to local self-government, community recovery support.
  • Knowledge of GEDSI integration principles and ethical data collection in humanitarian or stabilization contexts.
  • Strong skills in effectively communicating complex research findings to professional and non-professional audiences, as well as strong intercultural communication and sensitivity.
  • Experience in managing projects funded by the UK Foreign Ministry (or other donors) will be an advantage.
  • Proven ability to manage multiple priorities, coordinate activities with other teams, meet strict deadlines and maintain quality of work under stressful conditions.
  • Fluency in English and Ukrainian (written and spoken) is a must.

Reporting:      

The Research Specialist will report to the Senior Research Manager (Governance and Service Recovery component).

Term of employment / LOE:

Full-time employment under a one-year contract (with the possibility of extension if personal SMART goals are successfully achieved).

PFRU-2's aim is to set improved conditionss for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression.

Principal Services and Responsibilities (Essential Functions):

The Research Officer for the Public Administration & Infrastructure Recovery (PAIR) strategic project will be responsible for leading, co-designing and executing research projects, including data collection, research tools development, to inform the PAIR project interventions and adaptations aimed to build the capacity of local governments by equipping them with the necessary tools and knowledge to design and implement inclusive recovery projects that effectively address community priorities. Working closely with the PAIR project team, the Research Officer will ensure that interventions under all four workstreams — Infrastructure Recovery, Inclusive Service Delivery, Participatory Approach in Inclusive Recovery Planning and Transparency, Accountability, and Data Collection — are informed by robust evidence and inclusive data. The position requires strong skills in data analysis, research tools development, and experience in applied social and policy research. The candidate should also demonstrate familiarity with Ukraine’s local governance structures, decentralization reforms, and recovery planning processes, as well as the ability to bridge technical research with practical programme design and implementation. The Research Officer will also play an important role in coordination with cross-cutting teams (including MEL), ensuring GEDSI mainstreaming, and maintaining data quality standards.

Specific responsibilities for the role:

  • Design or co-design and manage mixed-methods research, data collection and analysis to inform PAIR’s four workstreams, including perception surveys, need assessment analyses, service efficiency, with focus on PFRU’s target services, transparency and accountability of local government, digitalisation of service delivery, community engagement.
  • Conduct policy and contextual analysis of national and local trends in recovery, social infrastructure, and digitalisation to inform programme strategy and adaptation.
  • Co-lead and coordinate needs assessments at the hromada level to identify gaps in service delivery, infrastructure recovery, digital transformation, and community trust-building.
  • Investigate and monitor drivers of public confidence in local government, including service delivery efficiency, service penetration, transparency, accountability, digitalisation, and citizen participation.
  • Analyse digital inclusion and digital transformation dynamics, assessing barriers to access and opportunities to enhance civic participation and service delivery.
  • Facilitate learning and knowledge sharing by producing analytical briefs, disseminating findings, and supporting adaptive management across project teams and partners.
  • Coordinate and contribute to the implementation of gap analyses, combining open-source data with rapid surveys, FGDs and key informant interviews with representatives of local government, communities and local NGOs
  • Ensure integration of GEDSI, conflict sensitivity, and regional diversity considerations across research design, data collection, and interpretation.
  • Contribute to the design of monitoring and learning frameworks for assessing the effectiveness of PAIR’s project interventions.
  • Perform ad hoc analytical or coordination tasks as assigned by a supervisor to ensure evidence-based and adaptive delivery of PFRU-2 activities.
