Welthungerhilfe (WHH) and Concern Worldwide have been working together in Ukraine since February 2022, using their combined resources to ensure rapid and effective emergency response and assistance to the crisis-affected population. The project, known as JERU (Joint Emergency Response in Ukraine) - Joint response to emergency situations in Ukraine, works in Ukraine to support people affected by the conflict.

Tasks and responsibilities of the Employee:

Programs: 

• Ensure that all projects in the region are implemented in accordance with the national program and rules and standards of donors and Welthungerhilfe (WHH). 
• Coordinate and resolve problem situations that arise with the Branch Manager, Program Manager or with other department heads. 
• Perform project and program manager duties as directed by Program Manager or Branch Manager. 
• Identify opportunities for co-financing in the region and develop successful project proposals in accordance with the relevant rules and strategies of donors (in cooperation with the head of programs and the director of the department of financial affairs in the office in Kyiv). 
• Identify needs in the assigned region, facilitate responses to those needs, or propose new options for interventions. 
• Ensure availability of all necessary support for project implementation (monitoring, logistics, financial administration). 
• Actively participate in the development of proposals and strategies covering the assigned region, ensure the participation of the regional team and facilitate the participation of other stakeholders. 
• Ensure proper compliance with monitoring, evaluation, accounting standards та підвищення кваліфікації (MEAL) в регіональному офісі. 

Представництво: 

• Налагоджувати добрі стосунки з іншими міжнародними неурядовими організаціями, волонтерськими групами, обласними та місцевими органами влади; забезпечувати належну координацію заходів та утвердження WHH як організації, до якої звертаються за допомогою в регіоні. 
• Представляти WHH на загальних координаційних зустрічах OCHA, координаційних зустрічах на обласному рівні та на всіх подібних зустрічах у південних регіонах. Звітувати про них за потреби перед керівником Філії та відповідними співробітниками. 
• Активно брати участь в інших регіональних форумах та ініціативах. 
• Забезпечувати належне звітування про всі проекти, що реалізуються в зазначеному регіоні, перед кластерами, а також якісне звітування перед донорами та головним офісом. 

Управління персоналом: 

• Здійснювати повсякденний нагляд за співробітниками у призначеному офісі. 
• Здійснювати координацію дій між департаментами з  проектів та програм, питань безпеки, фінансових питань, логістики та управління персоналом. 
• Брати участь у підборі персоналу регіонального офісу у координації з їхніми безпосередніми керівниками або функціональними менеджерами. 
• Забезпечувати  безпечні та приємні умови праці в призначеному офісі, оперативно реагувати на потреби персоналу.  Повідомляти про проблеми керівнику Філії та менеджеру з персоналу та адміністративних питань (HR менеджер). 
• Переконуватись, що всі співробітники регіонального офісу добре розуміють політику убезпечення. 
• Виявляти високо мотивованих співробітників, підтримувати розвиток їхнього потенціалу в координації з керівником Філії, HR менеджером та відповідним функціональним менеджером. 

Управління безпекою: 

• Діяти як головний координатор з питань безпеки в призначеному регіоні. 
• Спільно з менеджером з вирішення питань гуманітарного доступу та безпеки (HASSM), керівником Філії та співробітниками відділу з питань безпеки брати участь у розробці планів щодо контролю за безпекою в регіоні тощо. 
• Тісно координувати з HASSM та керівником Філії щодо  розвитку ситуації з безпекою в регіоні, пропонувати або, у разі необхідності, вживати заходи для безпеки персоналу та відвідувачів у регіоні. 

Відповідність вимогам, логістика та фінанси: 

• У координації з відповідними керівниками департаментів забезпечувати, щоб усі фінансові та логістичні процедури відповідали внутрішнім і національним процедурам. 
• Надавати підтримку персоналу відділів логістики, фінансів та іншому  персоналу у їхніх питаннях і завданнях. Піднімати питання, пов’язані з цим,  перед відповідним керівником відділу. 
• Сприяти підвищенню обізнаності про безпеку та екологічну свідомість, а також дотримуватися всіх застосовних процедур і правил безпеки та охорони навколишнього середовища. 
• Сприяти та брати активну участь у процесах покращення якості 
• Дотримуватися трудової дисципліни, правил охорони праці та техніки безпеки, протипожежних вимог, правил виробничої санітарії та гігієни праці, rules and instructions for safety and environmental protection.

Qualification requirements

• At least 2 years of work experience in non-governmental organizations. 
• Work experience in Kherson is mandatory. Work experience in the Mykolaiv and Zaporizhia regions is an additional advantage. 
• Experience of working in hard-to-reach areas of Ukraine is an advantage. 
• Understanding the mechanisms of humanitarian aid coordination in Ukraine. 
• The level of command of the English language in oral and written form is free. 
• Ukrainian language (in spoken and written form) is native. 
• Relevant university or polytechnic education is an added advantage. 
• In-depth knowledge of Microsoft Office programs.
