The International Charitable Foundation "Public Health Alliance" (hereinafter the Alliance) announces the competitive selection of consultants - Coordinators to participate in the program "Mobile detection of HIV cases with the participation of regional mobile rapid response teams (MCF)" with the support of the US Centers for Disease Control and Prevention (CDC), in accordance with the US President's Emergency Plan to Fight AIDS (PEPFAR) in the Donetsk region.
MBF "Public Health Alliance health" (hereinafter the Alliance) is a leading professional organization that, in cooperation with key public organizations, the Ministry of Health and other government bodies, fights against a number of epidemics, including HIV/AIDS and TB in Ukraine, manages prevention programs and provides high-quality technical support and financial resources to organizations on the ground.
The mission of the Alliance is to reduce the spread of infections and mortality and reduce the negative impact of epidemics by supporting public response to them in Ukraine, as well as by spreading effective approaches to prevention and treatment in Eastern Europe and Central Asia.
Information about the project announced competition:
The overall goal of the MCF project is to increase the effectiveness of the HIV testing strategy by working with risk groups of HIV-positive PLHIV and improving access to ART for HIV-positive persons through their active involvement in medical support programs, as well as meeting the needs of PLHIV and their sexual partners by providing them with a package of the following services:
- assisted testing for HIV and hepatitis C using rapid tests to detect antibodies to HIV and hepatitis C;
- consultations on reducing the level of risk behaviors related to reinfection and transmission of HIV associated with injecting drug use and unprotected sexual contacts;
- ensuring connections with HIV care and treatment services through the case management component within the CITI component;
- formation in LVNI of sustainable adherence to ART and receiving medical services, including timely reception of antiretroviral drugs and regular medical examination.
Alliance is looking for social workers who will work from March 2026 to September 29, 2026 . with a possible extension.
The purpose of the competition:selection of consultants - coordinators for the implementation of activities within the framework of the MCF CDC project in the Donetsk region at the local level.
Main tasks:
- Formation and adjustment of the work of the team for the implementation of the MCF CDC project in the region.
- Coordination of program activities at the regional level, providing conditions for the provision of a range of program services for representatives of vulnerable groups.
The regional coordinator will be responsible for the qualitative and quantitative indicators of the fulfillment of the conditions of the MCF CDC project.
- Search for new locations for initial testing of representatives of target groups in order to increase the effectiveness of the implementation of the indicators of the MCF CDC project.
- Provision of social support services to positively identified clients in order to achieve one of the goals of the project - prescribing treatment.
- Providing consulinformation to the project's clients regarding the prevention of HIV, tuberculosis, treatment of HIV infection, hepatitis, safe sexual behavior.
- Motivational counseling and work on the formation of adherence to ART.
- Internal monitoring of the work of the project site, control over the recruitment of project participants, implementation of indicators, complete and correct filling of program/financial reporting documentation.
- Reporting on program indicators of the Coordinator of the Alliance's regional teams in accordance with the conditions of the MCF CDC project.
- Implementation of financial management for the implementation of the conditions of the MCF CDC project. The regional coordinator will be responsible for the financial component of reporting to the coordinator of the regional teams of the Alliance.
- Establishing cooperation with AIDS centers and offices of the Trust, psycho/narcotics, skin-venereal and anti-tuberculosis dispensaries in the region, close cooperation with project specialists in order to fulfill the goals of the MCF CDC project.
- Assistance and prompt resolution of planning and problematic issues of implementation of the project.
Territorial coverage: city of Kramatorsk, Donetsk region.
Term of project implementation:March 2026 — 29.09.2026
Target groups of the project: people who inject drugs and their partners.
Coordinator reports: all consultants identified as winners of the competition are required to report monthly to the Alliance. Reporting forms and other project documentation will be provided to the selected consultants separately.
General requirements for the candidate:
- Higher education in the field of public health, sociology, social work, epidemiology - will be a significant advantage.
- Previous work experience in creating and coordinating the work of a team in the field of HIV/AIDS and in the field of public health - will be significant an advantage.
- The presence of a team of specialists (social workers) who can be involved in the implementation of the project conditions will be a significant advantage.
- Experience of working in non-governmental organizations and providing services to key groups (LIVIN/MSM/RCS).
- Tolerance towards representatives of key groups (PLIV/MSM/RCS).
- Experience of working with state institutions, health care facilities and public organizations.
- Commitment to the fight against HIV/AIDS and a high level of motivation to work.
- Understanding and acceptance of the philosophy, goals and objectives of the harm reduction strategy from drug use.
- Established interaction with AIDS centers in the region and non-governmental organizations that provide services to target groups.
- Persistence and organization in work.
- High communication skills skills.
- High level of computer literacy.
- Category "B" driver's license will be a significant advantage.

the regional coordinator must be impartial, tolerant, have high communication skills, initiative, and clearly formulate and perform work tasks. He/she must be able to work independently, establish effective interaction of all performers and motivate the team to achieve high
