PSEA Coordinator (Protection from Sexual Exploitation and Abuse) – Kyiv

Role Purpose
The PSEA Coordinator leads the prevention, mitigation, and response to Sexual Exploitation and Abuse (SEA) risks across the project. This role ensures safe programming, survivor-centered approaches, and that staff, partners, and communities understand safeguarding standards and have access to safe reporting mechanisms. The PSEA Coordinator also works closely with partners to establish sustainable in-house safeguarding systems.
Key Responsibilities
1. PSEA Strategy & Prevention
Develop and implement the project PSEA action plan.
Integrate safeguarding measures into all project activities.
Conduct SEA risk assessments and mitigation planning.
Ensure alignment with organizational compliance, donor requirements, and IASC standards.
2. Awareness & Training
Deliver regular PSEA and Code of Conduct training for staff, partners, volunteers, and senior management.
Support partners to cascade PSEA training internally and track completion.
Develop community awareness materials in local languages.
3. Reporting & Response Mechanisms
Establish and manage confidential reporting channels accessible to all, including people with special needs.
Ensure safe reporting against staff, partners, and third parties.
Maintain secure case management systems.
4. Case Management & Investigations Support
Coordinate survivor-centered referrals.
Support or participate in investigations according to policy.
Ensure confidentiality, data protection, and survivor consent throughout the process.
5. Partner Support & Monitoring
Assess partner safeguarding capacity and develop tailored improvement plans.
Support partners to establish Codes of Conduct, reporting mechanisms, and safeguarding focal points.
Monitor partner compliance through field visits and spot checks.
6. Coordination & Reporting
Participate in inter-agency PSEA networks and working groups.
Contribute to donor reporting and organizational learning through trend analysis.
Provide periodic reports to the Compliance Manager.
Qualifications & Experience
Degree in social sciences, protection, law, or related field.
Minimum 5 years of experience in safeguarding/PSEA roles.
Experience in humanitarian emergencies or conflict settings.
Knowledge of survivor-centered approaches and investigation standards.
