NRC began its activities in Ukraine at the end of 2014, supporting people affected by the conflict in the east of the country. We are now increasing our efforts in Ukraine and neighboring countries to provide assistance to people forced to flee their homes due to war. 

The Norwegian Refugee Council (NRC) is strengthening its presence in northeastern Ukraine and establishing a regional office with an office in Kharkiv. The Regional Representative Office North East (AONE) will become a new regional representative office, expanded from the current representative office in Kharkiv, and will begin functioning in the first half of 2026. The Regional Program Manager will be actively involved in this expansion. 
 
AONE will cover the Kharkiv and Sumy regions, where the current representative office in Shostka will structurally transfer to the new AONE representative office in Kharkiv in the first half of 2026.    
 
Key intervention sectors covered by the North East regional office will include housing, information counseling and legal aid (ICLA), protection from violence, education and emergency response through cash assistance. 


The coordinator for protection against violence is responsible for leading and ensuring the high quality of the implementation of measures for protection against violence in the territory of northeastern Ukraine. He oversees the day-to-day delivery of services, supervises anti-violence staff and liaises closely with the affected population. Key responsibilities include monitoring protection at the community and household level, providing specialized assistance such as Individual Protection Assistance (IPA) in the form of cash or in-kind support, and coordinating timely referrals to NRC's internal focal points and external service providers. The PfV Coordinator ensures effective planning and prioritization of activities, supports context analysis to identify protection risks and trends, and strengthens collaboration with protection actors, referral partners, local authorities and community stakeholders. This role also contributes to the development of outreach strategies and ensures adherence to strategic objectives, policies and standards of conservationSt. NRC.


Starting date for this position - March 2026 (tentative date)

General duties:

1. Ensure compliance with NRC policies and procedures, manuals and guidelines (global and national) and/or propose new initiatives to address gaps and implement them. 

2. Develop systems and standard operating procedures (SOPs) and ensure they are properly implemented. 

3. Identify, analyze and evaluate key processes and gaps in the team's activities and provide recommendations for improvement.

4. Develop strong working relationships with local authorities, civil society, NGOs and other key stakeholders, including representing the NRC at meetings, as appropriate

5. Ensure compliance with NRC policies, tools, manuals and guidelines

6. Provide support in the implementation of needs assessment in target areas in the north of Ukraine, including border regions and other potentially dangerous environments

7. Keep an up-to-date map of services and referral routes for people who need help

8. Collaborate with the project manager to ensure the development of the potential of all employees in accordance with the work and development plans

9. Prepare and develop status reports as required by management, including timely reporting on programmatic and contextual issues

10. Ensuring proper protection of confidential information on the ground, developing and maintaining databases, storing documents in accordance with data protection protocols.

Specific duties:

1. Oversee the work of the PfV team, including weekly management of operations and performance as the situation warrants.

2. Support the implementation of the NRC Protection Policy and global protection standards within the Country Office through collaboration with program management.

3. Developing strong working relationships at Country Office, Regional Office and field level with external protection actors and referral partners. Field representation of the NRC at defense coordination meetings. Support the development of multisectoral coordination mechanisms at the local level in accordance with the PfV strategy and national legal framework

4. Provide project management support, including budgeting, to ensureensuring proper planning and execution of goals and expenditures in accordance with NRC policy and internal work plans.

5. Manage stakeholder meetings and processes of community participation and/or consultation with internally displaced persons, returnees and host communities

6. Develop security tools and guidelines and continually update security action plans to ensure integrated and secure programming.

7. Regularly prepare updated analytical materials on key trends in defense and participate in program development discussions

• Previous experience in humanitarian projects is an advantage
• In-depth knowledge and understanding of the local context, including socio-cultural, political, security and humanitarian situation
• Knowledge of global protection standards and relevant norms of international law
