We are currently increasing our efforts in Ukraine and neighboring countries to provide assistance to people forced to leave their homes due to war.

We are looking for a Specialist in the IDP Protection Department in the Northern Regional Office of the NRC in the city of Shostka. The purpose of the Anti-Violence Specialist position is to implement NRC's Anti-Violence (PfV) activities in Chernihiv and Sumy Oblasts from the Shostka office, as well as providing support to colleagues from other workplaces dealing with anti-violence issues as needed. The position will report to the PfV Coordinator and receive technical support from the PfV Specialist at country level.  

PfV interventions include the provision of the following services: a) individual client-centred protection assistance; b) referral to protection, counseling and support services; c) protection monitoring; d) community self-defense initiatives to strengthen existing mechanisms for overcoming difficulties that have proven to be effective; e) monitoring and coordination of the activities of partners implementing PfV in the Sumy region, under the supervision and guidance of the PC; f) others, if they appear in connection with changes in the program.

All activities are implemented in accordance with internal and global standards and in compliance with the principles of security integration.

Your duties will include:

  • Ensure compliance with NRC policies, guidelines and standards.
  • Ensure compliance with global principles of defense integration.
  • Be technically responsible for the implementation of protection measures within the framework of ongoing projects in Sumy Oblast of Ukraine.
  • Maintain accurate documentation and collect data in compliance with data protection principles and other information management principles.
  • Participate in tracking financial expenditures.
  • Contribute to the timely compilation of status reports and other reports as required by management.
  • Evaluate, promote and document ideas for technical improvement and further options for program development.
  • Ensure that interventions are targeted to the most needy beneficiaries, and research and evaluate new and better ways to provide assistance.
  • Contribute to local advocacy efforts to remove barriers to access to guaranteed services by the state.
  • Provide support for monitoring, documentation and technical support for the implementation of project activities carried out by implementing partners, as necessary.
  • Provide individual assistance in the field of protection (including assistance in kind and monetary assistance), as well as consultation and support on protection issues to persons who are at risk or exposed to risks related to with safeguarding.
  • Make secure referrals within the organization and to external specialist service providers, working with the safeguarding coordinator to ensure accurate service mapping and referral pathways are used.
  • Perform safeguarding monitoring in line with internal NRC guidelines and cluster guidelines.
  • Contribute to the identification of local CSOs for potential partnerships, assessing their potential and proposed response measures.
  • After concluding contracts with CSOs, provide technical support in the implementation of agreed measures.
  • Regularly support, monitor and coordinate the activities of CSOs/NGOs that are NRC partners in the implementation of PfV measures, including regular meetings, post-distribution monitoring, visits to locations, mentoring, etc.
  • Participate in the analysis of the operational context, including existing national and international response measures, as well as gaps not covered by these measures.
  • Make proposals for adjustments to the current NRC protection program in order to adhere to a needs-based approach.
  • Provide psychological first aid to individuals in need of psychological support.
  • Ensure regular collection, analysis and internal dissemination of protection information in compliance with existing data protection protocols and privacy standards.
  • Maintain on-site data collection to inform relevant internal and external protection assessments, risk analyzes and needs assessments.
  • Represent the NRC at external meetings as assigned by the PfV Coordinator, including bilateral meetings with partners and local authorities.

Requirements:

  • Minimum 1-2 years of professional experience, preferably taking into account work experience in the humanitarian field.
  • Preliminaryy experience working with vulnerable population groups.
  • Documented results related to job duties.
  • Good reporting skills, working knowledge of Microsoft Word, Excel and Outlook programs.
  • Working knowledge of English, both written and spoken, is mandatory.
  • Previous experience working in protection or protection-related projects in the humanitarian or NGO sector, or previous experience or training in social work.
  • Knowledge of protection principles and global best practices in protection.
  • Knowledge of national social support systems in Ukraine.
  • In-depth knowledge and understanding of the local context, including socio-cultural, political, security and humanitarian situations.
  • Commitment to providing protection assistance in line with global and local best practices.
  • Flexibility and creativity in addressing issues related to risks and needs in the field defense.
  • Self-motivation and initiative to work independently in a field office.
  • Planning and time management to stay organized and achieve goals effectively.
  • Teamwork and collaboration to work effectively across sectors and hierarchies.
