General Information

The Partnership for a Strong Ukraine Phase 2 Program (PFRU-2) is a multi-year donor program implemented under the management of the Ministry of Foreign Affairs, Commonwealth of Nations and Development (MFA) of Great Britain in cooperation with the Ukrainian government. The purpose of PFRU-2 is to provide the Ukrainian state with better conditions for managing the inclusive recovery and revival of Ukraine in partnership with civil society and the private sector in the face of Russian aggression.

Main tasks and responsibilities (key functions):

The Project Specialist provides support to the Senior Project Specialist and/or Project Manager in project administration at the basic level. The project specialist performs project management tasks related to supporting the process of development and implementation of project activities within the defined project(s) of PFRU-2. He/she works with integrity, maintains confidentiality, strives for excellence, adheres to all UK Foreign Office rules and regulations, contractual requirements, as well as Kimonix policies, systems and values.

Project management and implementation

  • Ensuring the preservation of all relevant documentation regarding projects/events in the relevant project folders. Keeping all relevant project files and approvals in the project archives.
  • Proposing and drafting concept notes on sub-project activities/work areas for the project director, taking into account the proposals of technical advisors and relevant stakeholders (LAP unit and external partners) in accordance with the theory of change, indicators, strategic goal of the project; proposing implementation plans.
  • Drafting and agreeing memoranda of understanding (Memorandums) with partners/recipients (in coordination with the project implementation unit), ensuring that recipients are entered in the PFRU registration card and that beneficiaries and recipients comply with the requirements set forth in the memorandum.
  • Cooperation with the administrative unit on event management, including the preparation of the program and organization of logistics for participants.
  • Assisting in the organization of meeting logistics, including planning, program preparation, sending invitations for inclusion in the calendar, maintaining and distributing minutes, as well as completing tasks set at meetings.
  • Compiling reports on the completion of project activities in accordance with the cycle of project activities for review by the project manager and approval by the project director.
  • Performance of other assigned tasks, related to project administration.

Purchasing

  • Communication with partners for the purpose of developing specifications and requirements for purchase requests (PARs) and drawing up/submitting PARs for review by the project manager.
  • Proposing evaluation criteria for procurements that involve the creation of an evaluation commission and participating in the work of the evaluation commission (if necessary).
  • Informing partners / recipients about the terms of project implementation measures.
  • Ensuring that the recipients sign the inspection form and acceptance-transfer agreements after receiving the equipment.

Grants Management

  • Providing direct support in the process of awarding grants on behalf of the project manager, including drawing up the scope of work for the grant project, deadlines for the implementation of project activities, applications and the budget. Ensuring the compliance of grants with project goals.
  • Communication with the fund division in order to ensure the receipt of final results in accordance with the agreed schedule and management of the files of grantee organizations on SharePoint.

HR and recruitment

  • Compilation of scopes of work according to standard templates. Submission of scopes of work for review by the project manager and approval by the project director.
  • Support of the process of management of consultants and technical advisors, in particular, conducting an initial analysis of final results and time sheets, obtaining approvals and updating documentation.

Key competencies

In order to successfully perform their duties, the Project Specialist will actively use each of the following key competencies. To effectively support their team, he/she:

  • prioritizes tasks by urgency, the need for further actions from others, etc. for effective work performance, and also makes adjustments, adapts and shows flexibility in case of changes in priorities;
  • identifies problems and informs his manager about them, as well as offers solutions based on understanding the problem;
  • learns from mistakes, failures, successes, feedback in order to understand his own strengths, development needs and professional growth.

Qualification:

  • A college degree or equivalent experience in an office environment is preferred.
  • Ability to communicate clearly and concisely (oral and written), strong cross-cultural communication skills and sensitivity
  • Proven experience with multi-tasking and attention to detail, organization and time management skills in a dynamic environment.
  • Proven experience following standard practices and procedures, working on the basis of general instructions and control, as well as participation in projects and initiatives (during training or after starting professional activity).
  • Excellent customer service and interpersonal communication skills.
  • Ability to work independently and in a team.
  • Proven resourcefulness in solving problems and initiative in learning new skills.
  • In-depth knowledge of Microsoft Office programs.
  • Required fluency in English and Ukrainian (written and spoken).
  • Availability/willingness to go on business trips to facilities where PFRU-2 works.

Subordination:

The project specialist(s) will report to the Director of the "Sustainable Population" project.

Length of Work/Length of Engagement (LOE):

Year, full time.

Place of work:

The position involves working in the city of Kyiv (Ukraine).

Background 

The Partnership Fund for a Resilient Ukraine – Phase 2 (PFRU-2) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine. PFRU-2’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression.

Principal Services and Responsibilities (Essential Functions):

The Project Officer supports the Senior Project Officer and/or Project Manager by providing entry-level support on project administration. The Project Officer completes project management tasks related to supporting activity design and implementation under designated PFRU-2 project(s). They operates with integrity and assurance of confidentiality, commitment to excellence, compliance with all FCDO rules and regulations, contractual requirements, and Chemonics policies, systems, and values.

Project Management and Implementation

  • Ensure all relevant documentation for project/activities are stored in the relevant project folders. Saves all relevant project files and approvals in project files.
  • Propose and draft activity concept notes for work under the sub-project/workstreams to Project Director with input from Technical Advisors and appropriate stakeholders (LAP team and external partners) in line with the theory of change, indicators, and strategic project objective and propose implementation plan.
  • Draft and negotiate memoranda of understanding (MOUs) with partners/recipients (in coordination with Project Implementation team), ensuring recipients are added to the PFRU Registration Card and beneficiaries and recipients adhere to requirements set out in MOU.
  • Work with admin team on event management including drafting agendas and organizing logistics for participants.
  • Assist with meeting logistics, including scheduling, preparing agendas, sending calendar invites, taking and circulating notes, and following up on action items after meetings.
  • Draft activity completion reports in line with the activity cycle process for review by the Project Manager and approval by the Project Director.
  • Other tasks as assigned and relevant to project administration.

Procurement

  • Liaise with partners to develop specifications and requirements for procurement action requests (PARs) and draft/submit PARs for Project Manager
  • For procurements that require an evaluation committee, propose evaluation criteria and may participate in evaluation committee.
  • Communicate delivery timelines to partners/recipients.
  • Ensure recipients sign Inspection Form and Transfer Agreements upon delivery of equipment.

Grant Management

  • Provide direct support over grant award process as delegated by the Project Manager, including drafting grant scope of work, delivery timeline, annexes, and budget. Ensure that grants align with project objectives.
  • Liaise with internal Fund team to ensure deliverables are received based on the agreed upon timeline and manage the organisation grantee files on SharePoint.

Human Resources and Recruitment

  • Draft scopes of work in accordance with standard templates. Submit scopes of work for Project Manager review and Project Director
  • Supports management of consultants and technical advisors including conducting initial reviews of deliverables and timesheets, securing approvals, and maintaining updated records.
