General information

The Partnership for a Strong Ukraine Phase-2 program (PFRU-2) is a multi-year donor program implemented under the management of the Ministry of Foreign Affairs affairs, affairs of the Commonwealth of Nations and Development (MFA) of Great Britain in cooperation with the Ukrainian government. The purpose of PFRU-2 is to provide the Ukrainian state with the best conditions for managing the inclusive recovery and revival of Ukraine in partnership with civil society and the private sector in the face of Russian aggression. 400">

  • Providing support to the project manager in the coordination and implementation of activities with PFRU partners.
  • Assisting the project manager in the development of plans, proposals, reports and other documents, ensuring their compliance with the theory of action and the theory of changes of the project.
  • Monitoring the progress of the implementation of project activities, regularly updating project trackers and informing team members about the status, delays and all potential problems.
  • Processing and analysis of data on the implementation of measures in order to provide practical recommendations to assist in decision-making and improve the effectiveness of project implementation.
  • Compilation of technical tasks (TOR) and purchase requests (RP) with detailed specifications in order to ensure compliance with the requirements of PFRU partners.
  • Coordination of work with the procurement department and stakeholders to ensure timely delivery and compliance with the quality of purchased goods goods.
  • Supporting the implementation of grant agreements with civil society partners.
  • Assisting the project manager in communication with PFRU partners.
  • Key competencies:

    The project specialist will monitor and facilitate the implementation of projects within the "Memorialization" direction, ensuring compliance with strategic goals, the effectiveness of project implementation, and effective cooperation between international partners, state bodies, and non-governmental organizations. The position requires a proactive approach, strong communication skills, and the ability to interact in a multi-stakeholder environment.

    In order to successfully perform the duties, the specialist(s) will actively use each of the following key competencies. To effectively support his/her team, he/she will:

    • spend time and effort to understand the objectives of the PSU2 and his/her role in achieving them by establishing relationships that strengthen group dynamics;
    • enthusiastically take on additional new tasks necessary to acquire professional skills and contribute to the achievement of program goals;
    • useresources are available (instructions, home page, etc.) to determine appropriate next steps;
    • prioritizes tasks by urgency, need for follow-up by others, etc. to perform work effectively, and makes adjustments, adapts, and shows flexibility when priorities change;
    • identifies problems and informs his supervisor about them, and proposes solutions based on understanding the problem;
    • learns from mistakes, failures, successes, feedback to understand own strengths, development needs and professional growth.

    Qualifications:

    • Bachelor's degree in public administration, international relations, political and social sciences, history or related field field.
    • Experience of working in international development projects, preferably in humanitarian, diplomatic or human rights organizations.
    • Experience of implementing development and stabilization projects in cooperation with state bodies, including relevant ministries (for example, the Ministry of Culture, the Ministry of Veterans Affairs), the Ukrainian Institute of National Remembrance, the Office of the Prosecutor General, civil society organizations dealing with the transition justice.
    • Excellent written and oral communication skills.
    • Proven honesty, professionalism, versatility in various work environments.
    • Proven ability to work effectively with colleagues, external partners and stakeholders, including under high pressure or dynamic circumstances.
    • Fluency in English and Ukrainian is a must languages.

    Term of employment / LOE:

    This position is part-time employment.

    Place of work:

    Kyiv, (Ukraine) with the possibility of business trips to the territory of Ukraine (depending on the security situation).

    Subordination:

    Project specialist(s), direction "Memorialization" will report to the TJ&MPM Project Manager.

    Background 

    The Partnership Fund for a Resilient Ukraine – Phase 2 (PFRU-2) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine. PFRU-2’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression.

    Principal Services and Responsibilities (Essential Functions):

    • Provide support to the Project Manager in coordinating and implementing activities with PFRU partners. 
    • Assist the Project Manager in developing plans, proposals, reports, and other documents, ensuring their alignment with the project’s theory of action and theory of change. 
    • Monitor the status of project activities, regularly update project trackers, and inform team members about progress, delays, and any potential issues. 
    • Process and analyse data on activity implementation to provide practical recommendations that support decision-making and improve project delivery efficiency. 
    • Draft Terms of Reference (TORs) and Procurement Requests (PRs) with detailed specifications to ensure compliance with PFRU partner requirements. 
    • Coordinate with the procurement unit and stakeholders to ensure timely delivery and quality compliance of procured goods. 
    • Support the implementation of grant collaborations with civil society partners
    • Support the Project Manager in communication with PFRU partners. 

    Core Competencies:

    The Project Officer will monitor and facilitate the implementation of projects under the Memoralisation workstream, ensuring alignment with strategic objectives, efficiency in delivery, and effective cooperation among international partners, government authorities, and non-governmental organisations. The position requires a proactive approach, strong communication skills, and the ability to maintain engagement in a multilateral environment. 

    A successful Project Officer will be actively engaged across each of the core competencies listed below. They will effectively support their team by:

    • Investing time and effort in understanding the PFRU-2 goals and objectives and their role in implementing them through relationship building that strengthens group dynamics.
    • Enthusiastically take on additional new tasks and work as needed to build professional skill set while supporting program goals
    • Utilize available resources (guidance documents, landing page, etc.) to determine appropriate next steps
    • Prioritise tasks based on urgency, follow-up required from others, etc. to efficiently complete work; adjusts, adapts, and remains flexible to changing priorities.
    • Determine, define, and raise issues to their supervisor and propose solutions based on understanding of issue.
    • Use mistakes, failures, successes, and feedback as learning opportunities to understand own strengths, development needs, and improve professionally.

    Qualifications:

    • A bachelor's degree in public administration, international relations, political and social sciences, history or a related field. 
    • Experience working on international development projects, preferably in humanitarian, diplomatic, or advocacy-oriented organisations. 
    • Excellent written and verbal communication skills.

    • Fluency in English and Ukrainian is required. 
    • Experience in implementing development and stabilisation projects in cooperation with the Government of Ukraine (GoU), including relevant ministries (e.g., Ministry of Culture, Ministry of Veterans), the Ukrainian Institute of National Remembrance, the Office of the Prosecutor General, and civil society organisations engaged in transitional justice. 

    Duration of Assignment / LOE:

    This is a part-time position.

    Location of Assignment:

    The principal location of this assignment is Kyiv, Ukraine, with travel to other regions of Ukraine, subject to security conditions.

    Reporting:

    Project Officer, Memoralisation Workstream will report to Project Manager TJ&MPM.
