Background:
The Partnership for a Strong Ukraine Phase-2 (PFRU-2) is a multi-donor multi-year program managed by the UK Foreign, Commonwealth and Development Office (FCDO) in partnership with the Government of Ukraine.
The goal of PFRU-2 is to create better conditions for the Ukrainian state in partnership with civil society and the private sector to lead inclusive national recovery and development in the face of aggression from Russia.

 Goals:

The project manager will carry out general coordination and implementation of measures within the "Children affected by war" direction of the project "Transitional justice and the mechanism in the cases of missing persons", ensuring compliance with strategic goals, efficiency of implementation and effective interaction with international partners, state institutions and non-governmental organizations. The position requires a proactive approach to project management, excellent communication skills and the ability to navigate a complex diplomatic context.

Responsibilities:

  • Management and general coordination of the activities of the "Children affected by war" within the framework of the project "Transitional justice and mechanism for the cases of missing persons".
  • Ensuring the effective achievement of project goals and results in accordance with the approved deadlines, control points and quality standards.
  • Maintaining a complete package of project documentation, including work plans, progress reports, meeting minutes and other accompanying materials.
  • Close interaction and coordination with key partners of the PFRU, involved in the issues of advocacy, return and reintegration of Ukrainian children.
  • Promoting the effective participation of technical advisors in the areas of advocacy, return and reintegration of children.
  • Coordination with the main stakeholders of the project, in particular the state authorities of Ukraine, local self-government bodies in the target communities, non-governmental organizations, donors and other partners.
  • Identification, assessment and management of risks and problems related to project implementation; if necessary — development of mitigation strategies to ensure continuity of implementation.
  • Management of project and grant budgets, including financial planning, monitoring and reporting.
  • Conducting procurement procedures within the direction in accordance with internal procedures of the organization and donor requirements.
  • Collaboration with the finance team to ensure financial sustainability and timely implementation of project activities.
  • Support activities with capacity building of grantees and government partners, providing advice on methodologies, tools and best practicesexperience.
  • Ensuring compliance with the policies and procedures of the organization, as well as the requirements of applicable legislation throughout the entire life cycle of the project.
  • Performing monitoring visits to project implementation sites as needed.
  • Providing administrative and logistical support, including organization of meetings, business trips and internal communication.
  • Participation in reviewing, finalizing and improving the project and its components.
  • Performing other technical tasks and contributing to the achievement of project goals as needed.

Requirements:

  • Bachelor's degree in public administration, international relations, political or social sciences, history or related fields.
  • At least 5 years of experience in the implementation of development and stabilization projects in cooperation with the state authorities of Ukraine, in particular ministries (for example, the Ministry of Culture, the Ministry of Veterans Affairs), the Ukrainian Institute of National Remembrance, the Office of the Prosecutor General and public organizations working in the field of transitional justice.
  • At least 3 years of experience in working with international programs of technical
  • Up to 5 years of experience working within UK FCDO or other donor funded projects preferred.
  • Thorough understanding of compliance and reporting requirements within donor projects.
  • High level of adaptability and willingness to undertake a wide range of tasks, including those related to regulatory compliance.
  • Excellent written and verbal communication skills.
  • High standards of integrity, professionalism and flexibility in various working conditions.
  • Proven ability to work effectively with colleagues, external partners and stakeholders, particularly in conditions of increased workload or dynamic environment.
  • Fluency in Ukrainian and English is a must.

Purpose:

The Project Manager will oversee and facilitate the implementation of projects within Children Affected by War Activity of the Transitional Justice and Missing Persons Mechanism project, ensuring alignment with strategic goals, efficiency in execution, and effective collaboration among international partners, governmental institutions, and NGOs. The role requires a proactive approach to project management, strong communication skills, and the ability to navigate complex diplomatic landscapes.

Principal Duties and Responsibilities:

  • Lead and oversee activities under the Children Affected by War Activity of the Transitional Justice and Missing Persons Mechanism project.
  • Ensure effective delivery of project outcomes and outputs in accordance with established timelines, milestones, and quality standards.
  • Maintain comprehensive project documentation, including work plans, progress reports, meeting minutes, and related records.
  • Coordinate with project stakeholders, including the Government of Ukraine (GoU), civil society organizations, local authorities in target communities, donors, and other partners.
  • Identify, assess, and manage project-related risks and issues. In case of necessity, develop mitigation strategies to ensure continuity of implementationon.
  • Oversee project and grant budgets, ensuring effective financial planning, monitoring, and reporting.
  • Lead procurement processes within the workstream in compliance with organisational and donor procedures.
  • Coordinate with the finance team to ensure financial sustainability and timely execution of project activities.
  • Support capacity building and training initiatives for grant recipients and governmental counterparts; provide guidance on methodologies, tools, and best practices.
  • Ensuring compliance with organisational policies, procedures, and regulatory requirements throughout the project lifecycle.
  • Conduct field visits for project monitoring and coordination, as required.
  • Provide administrative and logistical support, including meeting coordination, travel arrangements, and internal communication facilitation.
  • Participate in the review, design, and revision of the project and its components.
  • Perform other technical duties and contribute to the achievement of project goals, as needed.
  • Engage and coordinate closely with key partners of the PFRU involved in advocacy, return, and reintegration of Ukrainian children efforts.
  • Coordinate and facilitate the engagement of the technical advisors across the advocacy, return, and reintegration of Ukrainian children workstreams. 

Qualifications:

  • A bachelor's degree in public administration, international relations, political and social sciences, history or a related field. 
  • At least 5 years of experience in implementing development and stabilisation projects in cooperation with the Government of Ukraine (GoU), including relevant ministries (e.g., Ministry of Culture, Ministry of Veterans), the Ukrainian Institute of National Remembrance, the Office of the Prosecutor General, and civil society organisations engaged in transitional justice. 
  • A minimum of 3 years of experience working with international technical assistance programmes. 
  • Up to five years of experience working on projects funded by the UK FCDO or other donors is desirable. 
  • Strong knowledge of compliance and reporting requirements in the context of donor-funded projects. 
  • High level of adaptability and ability to perform a broad range of tasks, including those related to project compliance and regulatory frameworks. 
  • Excellent written and verbal communication skills. 
  • Demonstrated integrity, professionalism, and versatility in diverse working environments. 
  • Proven ability to work effectively with colleagues, external partners, and stakeholders, including in high-pressure or dynamic contexts.  
  • Fluency in English and Ukrainian is required.  

 Management of the Assignment: 

The Project Manager will be reporting to Project Director while working in close cooperation with PFRU programme staff.
