The Program Summary

Since July 2023, with support from the SDC and other donors, Mercy Corps (MC), in partnership with Helvetas Swiss Intercooperation, Right to Protection (R2P), and Joint Emergency Response for Ukraine (JERU led by Welthungerhilfe - WHH) have been implementing the “Ukraine Economic Resilience Programme” (ERP) which aims to stabilize livelihoods of IDPs and the conflict-affected population and reduce reliance on cash and in-kind support. ERP contributes to stabilization of livelihoods and improved resilience for IDPs and conflict-affected individuals. In line with direct investments to support self-employment opportunities, SME and agriculture sectors, ERP works as an adaptive response mechanism and adjusts programming according to ongoing analysis of the context and potentially changing needs.

The Position

Led by Mercy Corps, ERP Consortium includes partners (both international and national): Helvetas, Welthungerhilfe (WHH)/JERU, and Right to Protection (R2P). The Consortium requires strong coordination function to operate effectively and deliver livelihoods assistance to war-affected people and SMEs.

Under the direct supervision of ERP Program Manager, and in collaboration with the Partnership Manager and/or Partnership Advisor, the Program Support Coordinator serves as a focal point for the consortium as a whole and is responsible for coordination of Mercy Corps’ engagement with program partners under the ERP across departments and facilitates management and implementation support to partners.

S/he will be an effective communicator with coordination skills. S/he is responsible for coordination the relationship between the partners and implementing common tools and methodologies. Additionally, Program Support Coordinator will coordinate the development of joint progress update reports, collecting needed inputs and consolidating them. S/he is detail-oriented with excellent planning skills. S/he will also be experienced in good networking with partners.

Essential Responsibilities

  • Engage in the process of identification and selection of strategically important partners and ensuring transparency and adherence to technical selection criteria.
  • Maintain strategic Program partnerships with international and local organizations under the guidance of the ERP Program Manager.
  • In collaboration with the Partnership Manager and/or Partnership Advisor, participate and coordinate on programmatic capacity assessments of partners, coordinating team efforts to ensure partners meet Mercy Corps' performance and quality criteria.
  • Coordinate the development of scopes of work, signing sub-grant agreements, and other relevant programming documents with the Program partners, guiding project implementation.
  • Review and provide feedback on partner narrative reports, coordinating with program and support teams to track alignment of ERP partners’ activities with expenditures.
  • Recognize and coordinate opportunities and initiatives for innovative action with the Consortium.
  • Serve as a focal point for Program partners, ensuring effective communication and collaboration across teams and departments throughout the sub-grant lifecycle.
  • Oversee the addressing of issues identified in ERP partners' reports and coordinate team efforts to realign or revise project strategies and plans as necessary.
  • Develop and manage a clear system for tracking and reporting against deliverables.
  • Maintain strong and transparent communication with consortium and local partners.
  • Facilitate sharing and learning across partners to incorporate ongoing learning from ERP activities.
  • Create and maintain systems to ensure efficient and transparent capture of program data for management decision-making and timely and informative internal and external reporting.
  • Participate in shaping policy positions and advocacy messages for ERP Consortium.
  • Support the Program Manager in holding the Project Management Committee according to the protocols established within ERP.
  • Organize regular progress update meetings with the partners, strategic planning workshops and other events needed for ensuring coordinated approach during the project implementation.
  • Perform other tasks as requested by the ERP Steering Committee and Mercy Corps leadership.
  • Review and support adherence to Mercy Corps and donor policies and procedures in the program activities.
  • Capture, document, and share best practices across program teams to improve quality and consistency in operations and activities.
  • Provide targeted support to Mercy Corps and Partners teams during activities and field visits.

Team Management & Human Resources

  • Provide guidance, capacity strengthening, mentoring, and support to ensure effective performance and professional growth of team members.
  • Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one-on-ones and performance reviews.
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence, and cultivate resilience and well-being under challenging situations.
  • Support Mercy Corps global and regional human resource initiatives, including safeguarding and talent development programs.
  • Promote staff access to high-quality learning opportunities, with a focus on developing national team members and strengthening leadership capacity.
  • Assist in the onboarding of new team members, ensuring they are effectively oriented to Mercy Corps’ systems, procedures, and values.

Risk Management

  • Support risk management planning and implementation across the ERP program, with particular focus on the Consortium activities.
  • Collaborate with program leadership to prepare for and respond to potential crises or disruptions that could impact program delivery.
  • Engage with internal audit processes to monitor compliance, track findings, and ensure timely implementation of recommendations.
  • Coordinate with Ethics and Assurance focal points at country and global levels to identify, analyze, and mitigate operational or compliance risks.

 Safeguarding responsibilities 

  • Actively learn about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
  • Practice the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
  • Encourage openness and communication in their team; encourage team members to submit reports if they have any concerns using reporting mechanisms, e.g., Integrity Hotline and other options.

Supervisory Responsibility Senior Program Support OfficerAccountability

Reports Directly To: ERP Program Manager

Works Directly With: Consortium and Local Partners, Self-Employment and SME Coordinators and teams, Resilience Program Lead, PAQ team, UACAT team, Finance and Compliance Department, Partnerships team, Operations team, Safety & Security team, other program teams

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualification & Transferable Skills

  • Advanced university degree in economics, public/business administration or other related field;
  • Knowledge of resilience, early recovery and livelihoods interventions in Ukrainian context, good understanding of possible durable solutions for conflict-affected population;
  • At least 5 years of overall working experience, at least 3 years of work experience within an international humanitarian/development organization;
  • Experience in managing multi-functional teams;
  • Proven experience in working with IDPs and conflict-affected population;
  • Proven experience in management of grant-making programs and elaboration and implementation of the project tools and systems;
  • Experience of coordinating several partners in the consortium projects;
  • Good communication, presentation and reporting skills;
  • Full working proficiency in both oral and written English and Ukrainian (equally important);
  • Proficiency in Microsoft Office programs;
  • Internationally recognized qualification in project or program management or a commitment to obtain the qualification in the early months of work;
  • Knowledge of Sphere standards and other training in humanitarian response preferred.

Success Factors

To be successful in this role we expect you to have: a comprehensive understanding of the needs of IDPs and the conflict-affected population in Ukraine and possible solutions. Practical understanding of the needs and concerns of private sector in Ukraine. Proven experience in livelihoods, economic recovery and resilience programming. Proven ability to coordinate the team and supervise implementing partner organizations.

Living Conditions / Environmental Conditions

The position is based in Dnipro and it requires up to 20% travel to participate in the Consortium activities and program implementation, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited. During the field trips living conditions will be adjusted to the field conditions.
