Position Purpose:

The primary responsibility of the Program Officer is to support theimplementation of services in an emergency setting. The ProgramOfficer conducts and support assessments, is responsible for the programdevelopment process with technical and support departments. S/he will act asa liaison between the program and HQ teams for the continuation of programimplementation and development. S/he raises issues to take timely decisions asnecessary. . The Program Officer supports and manages, depending on thestaffing plan, technical and core department inputs including Finance, Logisticsand HR, towards the improvement of program decisions and actions. Theysupport start up activities; support the development of proposals includingbudgets, logical frameworks, and detailed work plans. The Program Officerrepresents Project HOPE at external meetings, liaises with local authorities,members of affected communities, and collaborates with humanitarian actors.They support the Team Leader and/or the Director of Emergency Response andPreparedness. S/he deploys when needed to implement activities related to theemergency response.

PRINCIPAL RESPONSIBILITIES:

  • Collaborate with senior management and stakeholders to identify programpriorities, goals, and strategies
  • Assist in the design and development of project proposals, including needsassessments, objectives, timelines, and budgets.
  • Research best practices and innovative approaches to inform programdevelopment and implementation
  • Oversee the day-to-day implementation of assigned programs, ensuringactivities are carried out according to plan and within budget.
  • Coordinate with project staff, partners, and beneficiaries to facilitateprogram activities, including workshops, training sessions, and communityoutreach events.
  • Monitor project progress, identify challenges, and recommend correctiveactions as necessary to achieve program goals.
  • Cultivate and maintain positive relationships with partner organizations,government agencies, donors, and other stakeholders.
  • Collaborate with partners to leverage resources, share best practices, andmaximize program impact.
  • Coordinate joint initiatives and participate in relevant networks andcoalitions.Collect, analyze, and report on program data and indicators to track progressand inform decision-making.
  • Conduct periodic site visits and evaluations to monitor project activities andidentify areas for improvement.
  • Provide technical assistance and capacity-building support to project staff,partners, and community members.
  • Facilitate training workshops and knowledge-sharing sessions to enhanceskills and knowledge in relevant areas.Prepare regular progress reports, donor reports, and other documentationas required.
  • Ensure accurate and timely reporting of program activities, outputs, andoutcomes.

EDUCATION AND OTHER:

  • University degree in Medicine, Public health, Pharma or relevant. 
  • Finished internship if applicable to profession. Not less than 3 years of  practical work in Ukraine medical sector. 1 and more years in INGO – will be privilege.    
  • Fluency in English and excellent writing skills are required. Minimum English requirement: B2/C1. Fluent local spoken languages.
