Annex 2 - TERMS OF REFERENCE
FOR THE CONSULTANCY CONTRACT OF: National Consultant (Training on successful farming practices and strategies for improving efficiency in small household operations)
- Duty Station of the Consultancy: Home-based, with frequent travel to hromadas in Dniprovskyi and Kamianskyi raion of Dnipropetrovska oblast.
- Duration of Consultancy: 2 months, with possibility of extension subject to availability funds and satisfactory job performance
- Nature of the consultancy: Category B
Under the overall supervision of the Chief of Mission (CoM) and the National Programme Officer (Migration & Sustainable Development), with the direct supervision of the National Project Officer (Livelihoods and Employability) (Migration, Sustainable Development, & Livelihoods), the Consultant will be responsible for conducting specialized trainings in successful farming practices, developing strategies for improving efficiency in small household operations, including the development of the training program and conducting ten in-person 4-hours training session for beneficiaries across targeted hromadas in Dniprovskyi and Kamianskyi raion of Dnipropetrovska Oblast under the Project “Piloting sustainable solutions for economic recovery and reintegration in Dnipropetrovska oblast” and will supplement IOM’s efforts to foster a conducive environment for early recovery in selected war-affected communities in Dnipropetrovska Oblasts.
- Project Context and Scope:
The overarching goal of the “Piloting sustainable solutions for economic recovery and reintegration in Dnipropetrovska oblast” project funded by the Ministry of Interior of the Czech Republic is to contribute to improving the conditions for sustainable economic recovery and reintegration of war-affected communities in Dnipropetrovska oblast. The Project Interventions will focus on revitalizing livelihoods and boosting employability in a context-sensitive and demand-driven manner, that actively supports national government efforts in strengthening local economies.
IOM will implement a community-based approach to deliver localized livelihood assistance to rural households/farms and small holders in the targeted hromadas. To strengthen food security and income generation, IOM will provide cash grants and training on agricultural livelihoods to rural households engaged in small-scale farming. Training program is aimed at optimizing the capabilities of beneficiaries and communities where they live. The selected beneficiaries will receive technical training to improve their livelihoods and enhance the productive capacities of targeted households. The training will cover various key areas, including successful farming practices, developing strategies for improving efficiency in small household operations, and discussions on enhancing current activities.

Deliverable 1 by January 31, 2026:
- Develop training materials on successful farming practices and strategies for improving efficiency in small household operations, including training agenda, training presentation, and hand-out materials with description of practical cases.
Deliverable 2 by February 28, 2026:
- Conduct 10 (ten) specialized in-person 4-hours training sessions for the selected beneficiaries including the facilitation of discussions on enhancing current household activities of the beneficiaries.
- Compile, review, and consolidate the inputs from the trainings into training monitoring report including challenges occurred and lessons learned.
- Performance indicators for the evaluation of results
- 1 training agenda is developed.
- 1 presentation and accompanying materials on successful farming practices, as well as strategies for improving efficiency in small household operations, are developed and agreed with IOM Ukraine.
- Successfully delivered 10 in-person 4-hours training sessions.
- Monitoring report including challenges occurred and lessons learned provided to IOM within 1 week after all training completion.
- Education, Experience and/or skills required
Education
- Bachelor’s Degree or higher preferably in social sciences, political sciences, public administration, economics, law, international relations from an accredited academic institution with at least two years of relevant work experience.
Experience
- Experience in developing training courses on farming, enhancing household activities, strategy development etc.;
- Experience in conducting training session;
- Experience of working in employment and/or business support initiatives is an advantage;
- Strong communication and interpersonal skills;
- Excellent reporting skills;
- Excellent Microsoft Word, Power Point and Excel skills;
- Experience in working with UN or NGOs is an advantage.
Language
- Fluency in Ukrainian.
- Knowledge of English will be an advantage.

Yes, it is expected that the National Trainer (Consultant) will perform their services offline with duty travels to the hromada locations identified in in Dniprovskyi and Kamianskyi raion of Dnipropetrovska oblast in close coordination with IOM and/or its implementing partners operating in the Oblasts. The consultant will be responsible for the associated travel costs and arrangements.- Competencies

Під загальним керівництвом Голови Представництва та Національного програмного спеціаліста (Міграція та сталий розвиток), під безпосереднім керівництвом Національного спеціаліста проєкту (Зайнятість і засоби до існування) (Міграція, сталий розвиток та засоби до існування), консультант буде відповідальним за розробку навчальної програми та проведення десяти (10) офлайн навчальних сесій тривалістю 4 години кожна для бенефіціарів у громадах Дніпровського та Кам’янського районів Дніпропетровської області в рамках проєкту «Пілотування сталих рішень для економічного відновлення та реінтеграції у Дніпропетровській області».
Консультант сприятиме зусиллям МОМ щодо створення сприятливого середовища для раннього відновлення у громадах, постраждалих від війни, у Дніпропетровській області.
- Контекст та масштаб проекту:
The overall goal of the project "Piloting sustainable solutions for economic recovery and reintegration in Dnipropetrovsk region", which is financed by the Czech Republic and presented by the Ministry of Internal Affairs of the Czech Republic, is to improve the conditions for sustainable economic recovery and reintegration of communities affected by the war in Dnipropetrovsk region.
Project activities focus on restoring livelihoods and increasing employment levels, taking into account the local context and needs, which will also contribute to supporting the government's efforts to strengthen the local economy. IOM will implement a community-based approach to provide localized livelihood support to rural households/farms and small producers in targeted communities. To strengthen food security and increase incomes, IOM will provide cash grants and agricultural training for small-scale farming households.
The training program aims to optimize the potential of the beneficiaries and the communities in which they live. Selected participants will be provided with technical knowledge to improve their livelihoods and increase their productivity. The training will cover key topics such as successful farming practices, developing strategies to improve the efficiency of smallholder farms and ways to improve current operations.

- Conduct ten (10) offline training sessions of 4 hours each for selected beneficiaries, including facilitating discussions on how to improve participants' current activities.
- Prepare, review and summarize training results in a monitoring report that will include a description of challenges and lessons learned.

Yes. The consultant is expected to carry out his/her duties offline by making work trips to designated communities in Dnipropetrovsk region in close coordination with IOM and/or its partners working in the region.
