National consultant for the development of the Youth Involvement Strategy of the Ukrainian Red Cross 2026–2030
The Danish Red Cross in Ukraine is looking for a consultant who will provide technical and coordination support to the Red Cross Society of Ukraine (URC) in the process of participatory development of the Youth Involvement Strategy (YES) for 2026–2030. Purpose:
The consultant will provide technical and coordination support to the TCHU in the participatory development of the Youth Engagement Strategy (YES) 2026-2030. The consultant's role is to collect and summarize the contributions of regional consultations, youth work specialists and stakeholders at the national level into a coherent strategy and action plan.
Client(s):
Ukrainian Red Cross Society (RCSU), Youth Development Sector, in partnership with the Danish Red Cross.
Target audience:
The Red Cross Society of Ukraine (RCHU), partner national societies and other partners of the Red Cross, as well as national and local youth organizations and authorities.
Duration of the consultation:75 working days
Estimated dates of the consultation:January - April 2026
Geographical coverage of the consultation:National Committee (Kyiv), as well as Mykolaiv, Kropyvnytskyi, Chernivtsi, Kharkiv, Ternopil, Lviv, Khmelnytskyi.
Accountability / To whom reports:Head of the Youth Development Sector of the TCHHU.
Evaluator and qualifications:
Consultant(s) will be hired who are well versed in local context, are able to provide an independent and objective view, and have relevant technical expertise in evaluation. They will carry out this work and prepare key documents. The consultant will be the primary author of the report, and will be hired through a transparent selection process based on professional experience, competence, ethical standards and integrity. The consultant will report on progress or challenges to the team coordinating the evaluation process.
The candidate should have the following characteristics:
Master's degree in social sciences, youth work, public policy or related field.
Sufficient professional experience (preferably 5 years or more) in strategy development, youth engagement or organizational of development.
Deep understanding of Ukrainian youth policy and civil society.
Proven experience in facilitation and use of participatory methods.
Fluent command of the Ukrainian language; high level of writing skills in English.
Prior experience of cooperation with the Red Cross / Red Crescent or in the humanitarian field is desirable.

Summary (CV) of the consultant.
Motivation letter with a clear summary of relevant experience in the context of this assessment, indicating the daily rate of the consultant, as well as the contacts of three professional references.
A document describing the approach (approach paper) and methodology in volume 3-4 pages.
Financial proposal: it is assumed that the national consultant will submit a financial proposal indicating his/her daily rate in euros, as well as the full cost of translation/interpretation services (if necessary).
