General information
"Supporting Civilian Security Sector Reform (CSSR) is an eight-month program funded by the UK Foreign, Commonwealth and Development Office (FCDO). The program is aimed at supporting Ukraine's European integration goals by providing assistance to Ukrainian partners in reforming the law enforcement sector in accordance with the Comprehensive Strategic Plan for Law Enforcement Reform as Part of the Security and Defense Sector of Ukraine for 2023-2027 (OASP) and its Action Plan (AP), focusing on its Part 6 — transparency and accountability.
Purpose:
The purpose of this position is to ensure the effective implementation of the program's monitoring, evaluation and learning (MEL) tasks by supporting accurate data collection, analysis, reporting and training processes that will contribute to evidence-based decision-making and achievement of the program's strategic objectives.
Primary tasks and responsibilities (key functions):
The MEL Officer is responsible for ensuring the effective implementation of the program's monitoring, evaluation and learning (MEL) tasks by supporting accurate data collection, analysis, reporting and training processes that will facilitate evidence-based decision-making and achievement of strategic program objectives.
Specific responsibilities of this position:
- Ensure accurate and timely data collection on project activities in accordance with established MEL procedures and maintain a shared understanding of data collection expectations among team members.
- Assist program staff in the implementation of MEL plans of program components, including indicators and data collection tools.
- Support research and monitoring activities to ensure comprehensive collection of necessary data, information on the achievement of program results and impact, learning outcomes.
- Contribute to the preparation of training materials, presentations, reports, etc.
- Assist in the preparation of internal and external project reporting.
- Contribute to the process summarize and analyze lessons learned, track the status of program components and results for each component.
- Provide operational and technical support for MEL activities and program activities, including workshops on the development and adaptation of Theory of Change and presentations.
- Provide administrative and logistical support to management and during events.
- Interact with line managers, project office and MEL specialist to ensure that MEL approaches and systems remain relevantstrategy and dynamics of the program.
- Perform other tasks as assigned by the Team Leader.
Qualification:
- Higher education in social sciences or a related field (required).
- Experience with data collection and analysis, MEL and adaptive management tools (required).
- Experience in international development projects is desirable.
- Professional competence and high analytical skills.
- Effective cross-cultural communication skills and the ability to professionally perform assigned tasks.
- Ability to work under pressure and orientation to result.
- Attention to details, flexibility, integrity.
- Developed facilitation, writing and presentation skills.
- Ability to analyze and prepare reports on the effectiveness of the program from the perspective of donors and partners.
- High level of proficiency in Microsoft Excel.
- Willingness to master modern data analysis and visualization tools.
- Fluency in English and Ukrainian languages (oral and written).
Subordination:
The MEL Officer will report to the Team Leader.

Background
Civilian Security Sector Reform (CSSR) is an 8 month FCDO UK’s Foreign, Commonwealth and Development Office funded programme that aims to support Ukraine’s EU accession goals, by assisting Ukrainian counterparts with the reform of the law enforcement sector in line with the Overarching Strategic Plan for the Transformation of the entire Law Enforcement Sector (OASP) Action Plan (AP) with specific focus on Pillar 6 (transparency and accountability).
Purpose:
The goal of this assignment is to ensure effective implementation of the programme’s Monitoring, Evaluation and Learning (MEL) framework by supporting accurate data collection, analysis, reporting, and learning processes, thereby contributing to evidence-based decision-making and the programme’s overall strategic objectives.
Principal Duties and Responsibilities:
The consultant will carry out the following tasks:
- Support accurate and timely data collection for project activities, following established MEL procedures, and ensure common understanding among team on data collection expectations;
- Assist programme staff with the implementation of activity MEL plans, including indicators and data collection tools;
- Assist programme staff with research and monitoring activities to ensure that all required data, outputs, outcomes, and learning are comprehensively captured;
- Assist with developing training materials, presentations, reports, etc.;
- Assist in preparation of the internal and external project’s reporting;
- Assist in lessons learned facilitation, track status of activities and results per output;
- Help provide support (operational and technical) to MEL workshops and events, including Theory of Change workshops and presentations;
- Provides administrative and logistical support to management and during the events;
- Interact with workstream leads, project management unit and MEL specialist to ensure that MEL approach and systems remain responsive to programme strategy and direction;
- Perform other tasks as assigned by the Team Leader.
Qualifications:
- University degree in social sciences or related field required;
- Prior experience in working with data collection and analysis, tools for MEL and adaptive management required;
- Prior experience with international development projects is preferred;
- Professional excellence and strong analytical skills;
- Effective cross-cultural interpersonal skills and demonstrated ability to resolve assigned tasks professionally;
- Ability to work under pressure and orientation on the result;
- Attention to details, versatility, and integrity;
- Strong facilitation, writing, and presentation skills;
- Ability to analyse and report on program performance from the perspective of donors and partners;
- Advanced skills in Microsoft Excel;
- Willingness to learn the usage of modern tools on data analysis and visualisation;
- Fluent level of spoken and written English, and Ukrainian required.
