Monitoring and Evaluation Manager (M&E/MEAL) in Blogodiyna organizaciya "Blagodiyniy Fond "Gudvill"

Purpose of the position

Ensure systematic monitoring and evaluation of fund projects: from building M&E/MEAL-system and indicators to data analysis, reporting and implementation of approaches that strengthen the effectiveness of programs and transparency of results.

Main responsibilities
Planning and construction of the M&E/MEAL system

• Development and implementation of M&E/MEAL-plans for projects (indicators, data sources, frequency, responsible).

• Development/adaptation of intervention logic (Theory of Change, Logframe/Results Framework).

• Coordination of indicators with the program team and requirements of donors/partners (if available).

Data collection and quality

• Development of data collection tools: questionnaires, checklists, registers, feedback forms.

• Organization and support of field/remote data collection, training of staff and partners.

• Provision of Data Quality Assurance: checks, validation, cleaning, control of completeness and reliability.

Analysis, assessment and training

• Preparation of basic and periodic analysts (output/outcome), identification of trends, risks and "bottlenecks".

• Planning and support of assessments (baseline/midline/endline), as needed — involvement of external evaluators.

• Formation of recommendations and support for their implementation (learning loop).

Reporting and visualization

• Preparation of M&E sections for reports, presentations, dashboards.

• Regular communication of results to the team (briefs, review notes, summary sessions).

Accountability / Feedback

• Development of feedback channels, processing and analysis of requests/complaints.

• Embedded principles of confidentiality and safe work with data.

Requirements for the candidate:

Experience and knowledge

• Experience in monitoring and evaluation / analytics / research from 1 year (in NGOs/social/humanitarian projects - advantage).

• Practical understanding of M&E/MEAL approaches: indicators, ToC, logframe, evaluation methodologies.

• Experience with quantitativeand/or qualitative data (surveys, interviews, focus groups, analysis of administrative data).

Tools

• Confident command of Excel/Google Sheets (pivot tables, check logic, structuring data).

• Preferred: KoboToolbox/ODK, Power BI/Python (any of these is a plus).

• Ability to create clear forms, registers, simple dashboards and report templates.

Skills

• Systematic thinking, attention to detail, ability to work with deadlines.

• Communication and facilitation: explain the complex simply, agree on data rules.

• Ethical and responsible work with data (confidentiality, minimization of risks for respondents).

Language

• Proficiency in the Ukrainian language at a level sufficient for working documentation, communication and preparation of reports. requirements).
