Job Description
The role of the Monitoring and Evaluation (M&E) Manager is to support the development effectiveness and accountability by implementing evidence-based program/project management at the local level to guide and improve program performance.
The Monitoring and Evaluation Manager will provide technical support in the development of methodologies and tools to ensure there is a clear and accurate information at the program/project level. The Monitoring and Evaluation Manager also plays an important role in data management and data quality, developing a monitoring and evaluation (M&E) system that adheres to the International Medical Corps Global Guidelines for Monitoring and Evaluation (M&E), Minimum Quality Standards for Monitoring and Evaluation (M&E), as well as the guiding policies and procedures of Monitoring and Evaluation (M&E), in particular, developed by the International Monetary Fund (IMF).
The Monitoring and Evaluation Manager will provide technical support to the program and build the Mission's in-country capacity through enhanced training and knowledge sharing within the MMK and with the wider humanitarian community. He will also support the development of the project, including the preparation and management of the budget of the Monitoring and Evaluation Mission and the development of the project.
To be successful in this position, the candidate must perform the main duties independently or special working conditions are required.
MAJOR TASKS AND DUTIES
International Medical Corps Policies, Guidelines and Procedures
- Incorporate the Global Guidelines on Monitoring and Evaluation into all relevant Monitoring and Evaluation (M&E) activities at the local level and ensure the functioning of methodological recommendations on monitoring and evaluation at the local level.
- Apply and adapt existing Global Guidelines on Monitoring and Evaluation, tools and templates at the appropriate stages of the project cycle.
- Actively promote standards for preventing sexual exploitation and violence (PSEA) within MMK and among its beneficiaries.
- Promotecreation of a positive image and general trust in the organization, in particular by applying the Code of Ethical Norms of Behavior, values and position towards internal and external subjects.
Project Development and Planning
- Develop and coordinate needs assessment and situation analysis using various approaches (e.g. direct data collection, secondary sources, problem tree analysis, SWOT analysis) and ensure the relationship between needs assessment and project development.
- Ensure compliance with donor requirements for monitoring and evaluation during the development of project proposals, such as mandatory donor indicators and annexes etc.
- Support Monitoring and Evaluation (M&E) programs and teams in developing a results framework, theory of change, logic diagram and Monitoring and Evaluation (M&E) plan, including indicators for existing and new projects.

System Monitoring and Evaluation(M&E)
- In coordination with program team and local Monitoring and Evaluation (M&E) coordinators to establish a robust Monitoring and Evaluation (M&E) system involving all stakeholders to ensure the quality of the MMK mission.
- Follow full Monitoring and Evaluation (M&E) procedures and operational plans within the mission and develop coherent data collection tools involving various stakeholders (project team, partners).
- Ensure that Accountability to Affected Populations (AAP) is built into all IMC activities and support any data collection activity under the direction of the Safe, Accountable and Inclusive Programming (SAIP) coordinator throughout the project cycle, enabling evidence-based program development and corrective action.
- Develop data collection strategies and flows reporting for mission projects.
- Control of the collection and timely provision of data and statistics from medical facilities and other centers.
- Consolidate statistical data from the health, nutrition, sanitation and hygiene sectors ( WASH), Mental Health and Psychosocial Support (MHPSS), Gender Based Violence (GBV) and FSL (depending on the situation) and analyze cross-sectoral statistics.
- Collaborate with Monitoring and Evaluation (M&E) teams and DHIS2 at headquarters to develop and maintain the data management system, including updates, troubleshooting and prompt resolution of any issues that arise.
- Implement DHIS2 where appropriate and feasible, monitor and manage DHIS2 data entry and management.
- Manage the implementation of the Satellite Tracking and Remote Monitoring (STARM) system
- Manage the process of preparing quarterly country reports and work closely with technical managersprograms to generalize project data at the country level

- Coordinate the logistics of data collection, data management and ensure the availability of the necessary resources.
- Develop questionnaires for the purpose of monitoring and use various interview methods (structured/semi-structured).

Mobile and manual data collection
- Determining the appropriate data collection tool based on purpose, advantages and disadvantages mobile data collection methods.

- Support in the installation and configuration of mobile data collection tools (ODK collect, Kobo collect, Ona collect, CommCare, etc.) on smartphones or tablets and data management on mobile servers (Kobo form builder, Ona form builder, etc.)

- Support in the development of TORs for internal and external baseline studies, interim evaluations, final evaluations, as well as the formulation of different types of research questions, such as satisfaction surveys, barrier analyses, market analyzes and Knowledge, Attitudes Surveys and practitioners (KAP).
- Identify the necessary resources to conduct the evaluation, such as information, expertise, personnel, tools and budget.
- Manage the administrative and logistical process of the evaluation involving external evaluators.
- Support training and oversee data collection for internal performance evaluation, as well as develop and summarize findings from participatory evaluation methods (actively involving affected communities in evaluation).

MINIMUM REQUIREMENTS
- As a rule, a degree Bachelor's degree in Social Sciences, Public Health, Statistics or International Development, with experience or expertise in Monitoring and Evaluation (M&E) epidemiology, public health and health information management. Master's degree or higher in social sciences, public health, statistics, or international development preferred. An equivalent combination of relevant education and experience may be substituted as appropriate.
- Typically 5+ years of relatively progressive work experience in a relevant field, including at least 4 years of applied experience in a humanitarian organization in the development, implementation and supervision of monitoring and evaluation tasks in relevant sectors.

- Demonstrated experience in managing teams and building human capacity within complex programs.
- Experience with Monitoring and Evaluation (M&E) approaches for key donors such as USAID, BHA, OFDA, ECHO, EU , DfID, UN etc.
- Experience developing databases and other information management tools such as DHIS2;
- Experience using qualitative and quantitative data analysis software.
- Experience working with mobile data collection platform
- Ability to identify gaps in staff knowledge and skills regarding Monitoring and Evaluation (M&E) concepts and skills and conduct training on these issues.
- Ability to write comprehensive narrative reports (needs assessments, internal reviews, progress reports) and resume.
- Demonstrated understanding of data protection and privacy as part of data collection and management practices, and ability to respect and maintain confidentiality.
- Proficiency in Microsoft Office programs, including Word, Excel, Outlook, PowerPoint, and Teams.
- Competence in EPI-Info, SPSS, and STATA statistical software.
- Software skills for qualitative data analysis such as MaxQDA, NVivo, Atlas.ti.
- Proficient with mobile data collection software such as Ona, KoboToolBox.
