Background

 iMMAP Inc. implements a Third-Party Monitoring (TPM) project funded by the US Department of State Office for Weapon Removal and Abatement (WRA) with the purpose of monitoring and verifying U.S.-funded Conventional Weapons Destruction (CWD) and Explosive Ordnance Risk Education (EORE) activities in Ukraine at regularly scheduled intervals to confirm the accuracy of PM/WRA Implementing Partners’ reports and the compliance with the terms and conditions of their respective agreements or contracts. 

Description of Duties

The Mine Action (MA) Third Party Monitoring Field Team Leader will be deployed to one of the country regions with work covering the several oblasts of Ukraine. Under the overall guidance of the Mine Action Third Party Monitoring (TPM) Project Manager (PM) the Mine Action Third Party Monitoring Field Team Leader will be responsible for all assigned tasks by the MA TPM Project Manager as follows:

  • Participate in the overall Third-Party Monitoring (TPM) planning process and assist the TPM PM in the preparation of the data relevant to the field visits; development and implementation of field visits, assessments, surveys, and ensure the data collection relevant to the project.
  • Conducting field visits to monitor and verify PM/WRA’s Implementing Partner’s (IPs) activities regularly, planning the visits proportionally taking into consideration the relevant IPs’ tasks, periods, area of responsibility, and visiting each PM/WRA’s IP’s mine/ERW clearance (Conventional Weapon Destruction -CWD) and EORE activities on regular basis and in accordance with project objectives and International / National Mine Action Standards (IMAS/NMAS).  
  • While conducting the field visits, engage local communities to determine and confirm CWD and EORE activities in their location in order to assess the impact of the CWD and EORRE activities, whether access to basic social services and economic opportunities had improved through the activities of the PM/WRA’s IPs. This includes field visit data, focus group discussions (FGD), key informant interviews (KII), and desk reviews. 
  • Establish and maintain excellent working relationships with the IPs in areas of responsibility and interest. Also, build on iMMAP’s Inc. existing strong relationships with the National Mine Action Authorities (NMAA) locally and partners in the field.
  • Coordinating and conducting regular site visits with IPs and preparing mission Monitoring and Verification reports.
  • Provide weekly updates based on thorough site visits outcomes and report the activities conducted by IPs. Report any capacity gap or critical non-conformities (against IMAS/NMAS) on an ongoing basis.  
  • Conduct field visits in accordance with project objectives and established targets for each IP operated in the area of responsibility. 
  •  Maintaining the TPM tracking and planning tools to ensure that all records are registered and shared with IMO.  
  • Conduct after-action reviews after site visits and include the same in field reports and share with Information Management officer (IMO).
  • Ensure internal quality assurance and quality control the integrity of collected data and records with regular updates, relevant to monitoring, tracking tools and provide the data to IMO for consolidation.
  • Assist IMO in the development/updating of relevant M&V tools to ensure that tools are utilized correctly during the site visits. 
  • Participate in the development and implementation of assessments, studies, surveys, and data collection methodologies.
  • Work closely with IPs to ensure that project-relevant information is shared promptly and liaise with IPs to facilitate implementation of the project objectives.
  • Conduct, coordinate, and supervise regular sit visits to IPs work sites, locations and prepare field mission reports.
  • Provide weekly updates based on thorough site visits to report the activities conducted by IPs.
  • Conduct follow up surveys to verify the EORE knowledge retention by beneficiaries after the training sessions.
  • Assist the TPM Project Manager in preparation of the internal training packages and deliver training as required  
  • Actively engage local communities at the locations reported by PM/WRA IPs to verify that CWD and EORE activities carried out by IPs in these areas and to determine if these activities have, and to what extent, improved the quality of life and access to basic social services and economic opportunities for the affected communities.   
  • Establish and maintain excellent working relationships with the IPs in your area of responsibility and interest, as well as the identification and maintenance of access routes to the partners’ work sites. Also, build on iMMAP’s existing strong relationships with the National Mine Action Authorities (NMAA) and IPs to ensure close coordination with these organizations.
  • Complete additional tasks assigned by the TPM Project Manager and Country Representative.  
  • Act as security focal point when security staff is not joining the field visit.

Requirements

Required Competencies & Knowledge:

  • Excellent organizational skills with the ability to coordinate activities and projects
  • Excellent communication and interpersonal skills and ability to establish relationships with stakeholders, with good negation skills.
  • Knowledge and understanding of mine action mandates and operations.
  • Capacity to produce coherent and good-quality reports. 
  • General computer skills (use of MS Office package), Power BI data visualization tool, and ActivityInfo data collection tool (desirable). High level of motivation and proactivity
  • Ability to work under pressure and long hours at different locations.
  • Willingness and ability to work in high-risk areas with minimum living conditions. 
  • Excellent physical condition.
  • Flexible and adaptable to any situation.
  • Self-reliant and able to work independently

Academic Qualifications/Experience/Language

  • Bachelor’s Degree in social sciences, humanitarian and/or development studies, or other relevant field 
  • Minimum 2 years of relevant experience within the Mine Action Operations. 
  • Minimum 1 year of work experience in Humanitarian Organizations or an international environment or/and within operational missions with humanitarian mine action, commercial mine action, arms control, weapon contamination, and/or military engineering portfolio. 
  • Knowledge and/or experience in the International Mine Action Standards (IMAS), Information Management System for Mine Action (IMSMA), Battle Area/Mine Clearance, Explosive Ordnance Risk Education, Technical/Non-Technical Survey, Land release process, Information Management / Geographical Informational System (GIS); 
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse views, while maintaining impartiality and objectivity. 
  • Work experience in mine action, and EOD Level 1,2 qualification
  • Previous experience in either program implementation, coordination, analysis, or monitoring and evaluation are essential 
  • Experience in working in complex and volatile contexts
  • Possession of a valid automobile driving license and ability to drive both automatic and manual transmission. (Category B)
  • Good working knowledge of English (written and spoken)

Background

iMMAP Inc. implements a Third Party Monitoring (TPM) project funded by the US Department of State, Office of Weapons Elimination and Threat Reduction (WRA) to monitor and verify activities related to the Conventional Weapons Destruction (CWD) Program and Explosive Remnants of War Risk Training (EORE) funded by the US Government in Ukraine. Monitoring is carried out with a certain periodicity to confirm the reliability of the reports of PM/WRA implementing partners and their compliance with the terms of the relevant agreements or contracts.

Description of responsibilities

Mine Action TPM Field Team Leader will be located in one of the regions of the country covering several regions of Ukraine. Under the overall direction of the Mine Action TPM Project Manager, the field team leader is responsible for the following tasks:

  • Participation in overall TPM planning, assisting in the preparation of data for field visits, development and implementation of evaluation and data collection plans.

  • Conducting field visits to monitor and verify the activities of PM/WRA implementing partners, planning visits proportionately to tasks, periods and areas of responsibility of partners. Visits to demining facilities (CWD) and EORE activities in accordance with project objectives and international/national IMAS/NMAS standards.

  • During field visits - interaction with local communities to verify the impact of CWD and EORE activities on access to basic social services and economic opportunities. Data collection through focus groups, key informant interviews, surveys.

  • Maintain close collaboration with implementing partners, local authorities and National Mine Action Authorities (NMAA).

  • Coordinate and conduct regular monitoring missions, prepare outcome reports.

  • Provide weekly updates regarding partner activities, identifying capacity gaps or non-compliance with standards.

  • Maintenance of TPM planning and tracking tools, timely transfer of data to Information Management Officer (IMO).

  • Conducting analysis after field missions, ensuring quality control of collected data.

  • beneficiaries.

  • Assisting the Project Manager in preparing and conducting internal trainings.

  • Performing additional tasks determined by the Project Manager or iMMAP Representative in Ukraine.

  • Performing the role of the person responsible for security in the absence of a specialized specialist.

Requirements

Necessary competencies and knowledge:

  • Excellent organizational skills and ability to coordinate activities and projects.

  • High communication skills, ability to build relationships with stakeholders, negotiation skills.

  • Knowledge of principles and activities in the field of mine action.

  • Ability to prepare high-quality, structured reports.

  • Proficiency in MS Office package; knowledge of Power BI and ActivityInfo will be an advantage.

  • High motivation, proactivity, ability to work under pressure.

  • Willingness to work in difficult conditions, in field missions.

  • Excellent physical shape, flexibility, independence.

Education, experience and languages:

  • Degree bachelor's degree in social sciences, humanities or development studies or other related field.

  • At least 2 years of relevant mine action experience.

  • At least 1 year of work experience in humanitarian or international organizations.

  • Knowledge and/or experience with International Mine Action Standards (IMAS), IMSMA, EORE, technical and non-technical surveys.

  • Experience in coordination, monitoring, evaluation or analysis of programs.

  • Experience of working in complex and unstable environments.

  • Availability of category B driving license, ability to drive a car with manual and automatic transmission.

  • Good command of the English language (oral and in writing).
