Monitoring, Evaluation, Accountability and Learning (MEAL) Officer

Polish Humanitarian Action (PAH) is looking for a Monitoring, Evaluation, Accountability and Learning (MEAL) Officer with a duty station in Mykolayiv, Ukraine, to undertake MEAL duties and responsibilities (under direct supervision of Information and MEAL Manager and MEAL Coordinator) within the projects implemented by PAH. The MEAL Officer will contribute to the effective implementation of monitoring, evaluation, accountability, and learning systems by supporting the design and use of standardized data collection tools, performing regular (field) and periodic monitoring and assessment to ensure the quality and consistency of program implementation, and producing analytical outputs to support reporting, adaptive management, and evidence-based decision-making.

Location: Mykolayiv, Mykolayivska oblast, Ukraine (with frequent visits to the project locations within and outside of the oblast, depending on the security context)

Duration: until December 31, 2026 (3-month probation period) with possible extension

Key Duties and Responsibilities

  • Plan, conduct, and coordinate routine monitoring activities in line with PAH methodologies, tools, and reporting requirements.
  • Undertake field monitoring visits and collect data through observation, interviews, and surveys with beneficiaries, program staff, and implementing partners.
  • Support the planning and implementation of baseline, post-distribution monitoring, endline, and other assessment exercises, including tool preparation, enumerator training, and field coordination with program teams and implementing partners.
  • Process, clean, analyze, and interpret monitoring and assessment data, including secondary data, and prepare clear and timely analytical outputs and reports.
  • Support implementing partners in planning and carrying out monitoring activities in line with PAH MEAL standards, including guidance on monitoring tools, data collection procedures, and reporting requirements.
  • Review and validate monitoring data and reports submitted by implementing partners to ensure completeness, accuracy, and consistency with PAH monitoring methodologies.
  • Support the collection, documentation, and analysis of beneficiary feedback and complaints received through PAH feedback and complaint mechanisms and during field engagement.
  • Contribute to lessons learned, program improvement, and adaptive management by synthesizing monitoring findings and highlighting trends, risks, and implementation gaps.
  • Provide technical support and mentoring to implementing partners and program teams to strengthen their understanding and application of MEAL tools, standards, and good practices.
  • Support the review and improvement of MEAL tools, methodologies, and field data collection practices in coordination with the MEAL Coordinator.
  • Promote understanding and use of MEAL approaches among PAH staff and implementing partners, including through informal guidance and training where needed.
  • Support implementation of MEAL SOPs, documentation standards, and data protection requirements.

Qualifications and Experience

  • University degree in Sociology, Statistics, Social Sciences, International Development, International Relations, or another relevant field.
  • Additional training or professional certification in monitoring and evaluation, data analysis, or humanitarian programming is considered an asset.
  • At least 2–3 years of relevant professional experience in monitoring, evaluation, accountability, and learning (MEAL), research, information management, or a related field.
  • Experience working with non-governmental organizations, civil society organizations, or humanitarian programs is highly desirable.
  • Demonstrated experience supporting monitoring activities, assessments, or data collection exercises in development or humanitarian contexts.
  • Good knowledge of quantitative and qualitative data collection and analysis methods, including surveys, interviews, focus group discussions, and monitoring tools.
  • Experience using digital data collection platforms (e.g., KoboToolbox, ODK, SurveyCTO) and managing datasets.
  • Strong proficiency in Microsoft Office, particularly Excel (e.g., data cleaning, pivot tables, basic analysis).
  • Experience with data visualization (PowerBI, Tableau), statistical analysis, or reporting tools will be considered an asset.
  • Good working knowledge of English (minimum upper-intermediate level), including ability to prepare reports and communicate professionally.
