Background 

Helvetas Swiss Intercooperation is a Swiss international development organization present in 35 countries across Africa, Asia, Latin America, and Eastern Europe. It’s activities are focused on sustainable development initiatives, infrastructure recovery, economic recovery, and resilience.

Helvetas applies a nexus approach, engaging civil society, government, and the private sector.

In Ukraine, Helvetas implements programmes for economic recovery and development and supports the rehabilitation of housing and water infrastructure in communities. Our solutions are grounded in strong analysis of Ukraine’s labour market and economic trends, ensuring effective, sustainable and scalable approaches to recovery.

Helvetas currently operates in the Kyiv, Kharkiv, Chernihiv, Sumy, Dnipropetrovsk and Poltava regions and plans to expand its activities. Working at multiple levels, Helvetas collaborates with national and local authorities, businesses, and a network of civil society partners to deliver on its objectives.

Roles and Responsibilities:

1. Monitoring: 

  • Build and/or support the implementation of Integrated Dashboards that allow the effective and live review of the overall performance of the program. 

  • Support projects with the collection, analysis and use of the information gathered in order to assist management with effective steering and decision making. 

  • Preparation of consolidated semi-annual and annual institutional program reports, and support projects in drafting donors’ reports. 

  • Support the projects in updating and feeding information to different databases. 

  • Systematize and automate on-site and remote data generation actions. 

2. Evaluation:  

  • Design and support the implementation of internal evaluations processes such as baselines, peer reviews, beneficiary assessments, impact assessments, rapid needs assessments and other internal evaluation methodologies.      

  • Accompany all external evaluation processes and lead the coordination of such processes with the external evaluators and their clients.  

  • Sharewith HQs the results of all evaluation exercises carried out at country program level. 

3. Accountability 

  • Support the development and implementation of the beneficiary and feedback complaint mechanism; 

  • Support the preparation and implementation of feedback and report sessions to beneficiaries, partners, governmental authorities, and donors. 

  • Contribute to a transparent and effective institutional accountability framework in compliance with safeguarding and protection international standards and institutional policies.   

4. Learning 

  • Facilitate the systematization of experiences, exchange programs and learning meetings at the country and regional level. 

  • Support sharing of good practices and strengthening the synergies across projects of the country program and with other institutional initiatives at regional level 

  • Organize annual learning events for staff members and for the program partners in order to advance the learning agenda of the country program  

5. Other 

  • Contribute to project proposal writing, log-frame and theory of change development 

  • Train staff members and partners on MEAL topics and relevant digital tools in order to make MEAL a shared responsibility and make the system as efficient and effective as possible  

 Key qualities for success in this role:

  • Higher education in System Engineering, Statistics, Business Administration or other relevant fields  

  • Minimum 7 years of experience, of which 5 years in similar roles  
  • Excellent knowledge in MEAL methodologies  
  • Results based monitoring 

  • Log-frame design 

  • Community based feedback and complaint mechanism   

  • Good knowledge of safeguarding mechanisms  
  • Proven experience in conducting trainings
  • Good analytical and conceptual skills 

  • High responsibility and reliability 

  • Independent and well-structured mode of operation 

  • Ability to work in a multicultural environment 

  • Ability to communicate effectively and to adequately distribute workloads among team members  

  • Professional experience and methodological competencies

  • Good organisational skills, ability to motivate and train staff members, delegate tasks 

  • Clear and assertive communication, instructions and feedback

Основні обов'язки:

  • Support of all external evaluation processes and coordination of interaction with external evaluators and their customers.
  • Dissemination of the results of all evaluation activities at the country program level with the headquarters (HQ).
