You will play a key role in ensuring the availability of reliable data systems for monitoring all DRB programs in Ukraine. With over 20 active projects across 8 regional offices, you will lead the development, implementation and improvement of data monitoring and evaluation systems to ensure high quality and evidence-based programs. > recovery measures.   • Managing the Data Monitoring and Evaluation Department (MEAL), including the Information Technology Manager (IM), the Data Monitoring and Evaluation Manager (IM). of Data Monitoring and Evaluation (2) and the Complaint and Feedback Response Team (CFM) (2).

  • Manage the development and implementation of data monitoring and evaluation systems, plans, tools and standard operating procedures (SOPs) across all sectors and projects.
  • Ensure robust data monitoring and evaluation processes are in place throughout the project cycle, covering all areas and sectors.
  • Ensure compliance of data monitoring and evaluation activities with the project framework and reporting requirements to donors.
  • Management by the Information Technology Manager to ensure adaptation of internal systems to the diversity of DRB programs and their compliance with external reporting requirements to donors, clusters etc.
  • Ensure adaptability and realism of data monitoring and evaluation processes for the implementation of DRB with local partners.
  • Ensure that the DRB's complaint response system continues to operate in accordance with standard operating procedures (SOPs) and standards of practice. Work with CFM contacts to adapt systems as needed.  style="font-weight: 400; font-style: normal">

About you:

To be successful in this role, we expect you to have at least 5 years of experience in a Data Monitoring and Evaluation (MEAL) positionincluding experience inimplementation of MEAL systems, plans, tools (frameworks, logframes, theories of change, results-based management), as well as at least 3 years of team management experience. In addition, we also expect the following:

Required

  • Вища освіта у відповідній галузі або щонайменше 7 років відповідного досвіду роботи у цій сфері.
  • Впевнене володіння інструментами та методологіями MEAL (такими як, зокрема, базові та кінцеві опитування, оцінка впливу, збір якісних та кількісних даних).
  • Інструменти аналізу та управління даними (такими як, зокрема, Excel, SPSS, KoBo Toolbox), а також data visualization and reporting.
  • Knowledge of key donor requirements in both traditional and non-traditional donor portfolios.
  • Experience in maintaining and strengthening accountability mechanisms such as feedback hotlines and community meetings.
  • Strong people skills and experience managing a large and diverse team with diverse skill sets, partially located in different localities.
  • Proficiency in English: C1 - Advanced (advanced level)

Desirable

  • Experience with Survey 123, ESRI and other information management systems.
  • Experience in providing support to implementing partners in the development and implementation of a monitoring and evaluation plandata.
