The Danish Refugee Council (DRC) is a leading international humanitarian organization whose main goal is to protect, support and promote long-term solutions for the population affected by displacement.

The DRC has existed in Ukraine since 2014. At the moment, DRB has more than 800 employees working on the territory of Ukraine to implement emergency response in the sectors of social and legal protection, livelihoods, housing restoration and humanitarian disarmament and peacebuilding (humanitarian demining), providing direct support to responsible persons and non-governmental organizations (NGOs), as well as their partners. DRB will continue to develop long-term solutions, adapting them to the changing situation.

DRB is currently looking for a highly qualified Administrative and Program Managerto join theteam inShostka (Sumy Oblast)

General purpose of the role:

As Manager of Administrative and of program activities, you will be responsible for ensuring that the program implemented in Ukraine and its supporting structures at the field office level are well-designed, meet donor requirements, are effective, resourced and meet the principles of accountability of the Core Humanitarian Standards. You will report to the Regional Manager and work closely with the Program Managers as well as the Regional Support team to ensure the highest quality of program implementation for the area of ​​responsibility. In addition, you will also be responsible for building relationships with key external partners and other stakeholders in the region.

Your main responsibilities will be:

  • Provide stable and reliable leadership, managing support departments and providing daily coordination to program teams working in the city of Shostka and communities in the northern part of Sumy Oblast. This includes resolving disputes and providing advice, recommendations and guidance as needed.
  • Participate in core personnel management functions of support departments, including incentives, recruitment, disciplinary actions.
  • Oversee financial resources, administrative staff and logistics, ensuring compliance of expenditure with DRB procedures, donor regulations and national legislation.
  • Ensure implementation and understanding by staff of all accountability tools (e.g. CHS, DRB Employee Code of Conduct) in the office.
  • Ensure security of the office and security of DRB personnel and assets in his/her area of responsibility, in coordination with the security department.
  • Understand the local context, including understanding needs, resources and other actors in the DRB area of operation. Coordinate work with other departments in the DRB to share information.
  • Support planning of program staff activities.
  • Support program activities in determining procurement and funding needs.
  • Join site visits for independent monitoring of program activitiescapacity to monitor the quality, efficiency and effectiveness of the DRB activities and help overcome challenges as needed.
  • Facilitate the exchange of information between support and program functions, between field offices, ensuring that decision-makers have up-to-date information and staff at all levels have an additional channel to express their opinions and expertise.
  • Support evaluations and fact-finding missions to establish new or follow-up projects and provide necessary support for preparing concepts, proposals and reports.

About you:

To be successful in this position, we expect you to have at least 2 years of management experience in international non-governmental organizations or in related fields. In addition, we expect you to have:

Mandatory

  • Higher education in the relevant field or relevant experience.
  • High level of people management and leadership skills.
  • High level of writing and public speaking skills in English, Ukrainian languages.
  • Experience and knowledge of good practices in the field finance, procurement, security and personnel management in Ukraine and in humanitarian organizations.
  • Project management experience and proven organizational skills.
  • Experience working with national partners and local/state authorities.
  • Professional experience working with internally displaced persons and/or refugees.
  • Fluency in English (speaking, writing, reading) is mandatory.
  • Fluent command of the Ukrainian language is mandatory.

Desirable

  • Previous work experience in the DRB will be an advantage.
