The National Committee of the Red Cross Society of Ukraine (RCSHU) announces a competition for the position of Leading Specialist in Humanitarian Diplomacy and Advocacy

Purpose of the position:Leader/ specialist in humanitarian diplomacy and advocacy, reporting to the Head of Humanitarian Diplomacy Unit of TCHU, will provide support for humanitarian diplomacy of TCHU by conducting comprehensive policy analysis, developing effective communication materials, managing relationships with stakeholders, coordination of advocacy initiatives and the effective dissemination of advocacy messages of the TCHU.

Main responsibilities:

Relationship management and coordination:

• Promoting the building of effective relationships and proper coordination with internal and external stakeholders at the national and international levels, in particular with the Red Movement Red Cross and Red Crescent Societies (RCRC), international and national NGOs, academic institutions, government agencies and international partners.

Develop policy and communication materials for the positioning of TCHU advocacy messages and narratives:

• Contribute to the development and implementation of various types of TCHU advocacy products at different levels (policy documents, position memos, reports, concepts) in close collaboration with the data analysis specialist.

Dissemination of the humanitarian diplomacy messages of the TRC:

• Promoting the participation and presence of the TRC in relevant regional, European and international forums, effectively defending the positions of the TRC.
• Coordinating, preparing and actively participating in meetings, events and platforms at various levels, providing technical and administrative support management and experts of the TCHU.
• Work closely with the capacity development specialist to ensure coherent dissemination and reinforcement of the humanitarian diplomacy messages of the TCHU.

Teamwork:

• Actively participate in team meetings and provide support to colleagues.
• Adhere to TCHU policies and procedures, adhering to fundamental principles of the Red Cross and demonstrating integrity, inclusiveness, compassion, courage and dynamism.

Requirements for the candidate:

• Higher education or relevant professional experience (for example, in the field of political science or international relations).
• Fluent command of English and Ukrainian languages.
• At least 3 years of work experience in the field of politics and advocacy; in the humanitarian field with NGOs, the Red Cross or the United Nations and/or experience working in public authorities.
• Experience and knowledge in the field of managing and maintaining relationships with various types of partners and stakeholders.
• High level of analytical and organizational skills.
• Confident command of a computer andsoftware.
• Data collection and analysis skills.
• Developed communication and networking skills.
• Sincere interest in working in the humanitarian sector.
• High level of independence and responsibility.
• Ability to work effectively in a team as well as independently with minimal supervision.

Job purpose:the International Advocacy Officer, reporting to the URCS’ Head of the Humanitarian Diplomacy Unit, will support URCS’s humanitarian diplomacy by conducting comprehensive policy analyses, developing impactful communication products, managing stakeholder relationships, coordinating advocacy efforts, and effectively disseminating URCS advocacy messages.

Essential Tasks:

Relationship management and coordination:

• Support relationship building and proper coordination with internal and external stakeholders at national and international levels, particularly with regard to Red Cross Red Crescent Movement (RCRC), INGO, NGOs, academia, governmental institutions, and international actors.

Develop policy and communication products to position URCS advocacy messages and narratives:

• Contribute to the development and implementation of various types of URCS advocacy products on different levels (policy, positional paper, reports, and various types of concepts development), in close cooperation with the data analysis officer.

Dissemination of URCS humanitarian diplomacy messages:

• Facilitate URCS participation and visibility in relevant regional, EU, and international forums, advocating effectively for URCS positions.
• Coordinate, prepare for, and actively engage in meetings, events, and platforms at various levels, providing technical and administrative assistance to URCS leadership and experts.
• Collaborate closely with the capacity-building officer to ensure consistent dissemination and amplification of URCS’s humanitarian diplomacy messages.

Team collaboration: 

• Participate actively in team meetings and support fellow team members.
• Adhere to URCS policies and procedures, upholding the Red Cross’s fundamental principles and acting with integrity, inclusivity, compassion, courage, and dynamism.

Candidate Requirements:

• University degree or relevant professional experience (for e.g. in political sciences or international relations). 
• Excellent command of English and Ukrainian.   
• At least 3 years working experience on policy and advocacy; in the humanitarian field with NGOs, the RC, or the UN, and/or experience working in government.   
• Experience/knowledge in managing and maintaining relationships with different types of counterparts and stakeholders.  
• Strong analytical and organisational skills.  
• Solid computer skills.  
• Strong skills in data collection and data analysis .
• Strong communication and networking skills.  
• Genuine interest to work in the humanitarian sector . 
• Strong sense of autonomy and responsibility . 
• Able to work productively in a team environment as well as under minimal supervision.
