Purpose of the position: The leading specialist in the coordination of monitoring, evaluation and reporting of the British and Austrian Red Cross is responsible for the strategic planning, implementation and coordination of monitoring, evaluation and reporting (PMER) processes within the program activities of the Red Cross Society of Ukraine. The position involves providing a systematic approach to the collection, analysis and use of data for decision-making, increasing the effectiveness of programs, as well as compliance with reporting standards to donors and internal structures.

The specialist acts as a key coordinator between project teams, analytical and communication units, ensuring consistency of approaches, transparency, accountability and continuous improvement of program activities.

Key performance evaluation criteria:

1. Quality and timeliness of reporting - regular submission of complete, reliable and structured reports in accordance with donor requirements and internal standards (monthly, semi-annual, annual reports).

2. Effectiveness of coordination of monitoring and evaluation processes - availability and use of agreed data collection tools, indicator tables (ITT), evaluation results that allow making informed decisions and adjusting program activities.

3. The level of support and interaction with teams - the quality of technical support, conducting exercises, joint trips, workshops on lessons learned, as well as the ability to effectively coordinate interdepartmental interaction.

Main duties:

  • plan and conduct monthly surveys according to the schedule: from the development of the toolkit to the formation of a report on the results, primarily on the projects of the Austrian CH.
  • Check and analyze data, description of the results of data analysis (qualitative and quantitative, primary and secondary), interpret, develop conclusions and recommendations.
  • Build graphs, visualization, preparation of informational and analytical materials for projects.
  • Communicate with departments regarding their needs and involvement in monitoring and research.
  • Participate in the development of recommendations for improving processes in TCHU on the basis of conducted research.

Additional responsibilities:

  • Perform other tasks as assigned by the head of the quality control and reporting department.

General responsibilities:

  • Actively work to achieve goals TCHHU.
  • To adhere to the principles of the Red Cross movement and to work in accordance with them.
  • To perform any other work-related tasks and duties as assigned by the immediate supervisor.

Requirements for the candidate:

  • Higher education in science, medical sciences, natural sciences, project management, public administration (or equivalent/relevant education).
  • 3-5 years of experience, including experience providing MEAL technical support to external partners or stakeholders.
  • Experience managing complex data in multi-sector projects.
  • Ability to work with processing programs and data analysis (SPSS, Power BI, Excel, etc.) and online survey tools (e.g., KoboToolbox, SurveyMonkey), data visualization (Power BI).
  • Highly developed interpersonal and communication skills, including relationship building, influencing, negotiation, and problem solving.
  • Proven skills in independent and result-driven initiatives with an emphasis on support others.
  • Knowledge of the basics of labor legislation, rules of internal labor regulations, rules and regulations of occupational health and safety.
  • Knowledge of the basics of professional ethics, instructions on office management.
  • Knowledge of the history of the creation and activities of the International Red Cross and Red Crescent Movement.
  • Knowledge of the principles of the International Red Cross and Red Crescent Movement Half a month.
