NRC began its activities in Ukraine at the end of 2014, supporting people affected by the conflict in the east of the country. We are now increasing our efforts in Ukraine and neighboring countries to provide assistance to people forced to flee their homes due to war. 

The Norwegian Refugee Council (NRC) is strengthening its presence in northeastern Ukraine and establishing a regional office with an office in Kharkiv. The Regional Representative Office North East (AONE) will become a new regional representative office, expanded from the current representative office in Kharkiv, and will begin functioning in the first half of 2026. The Regional Program Manager will be actively involved in this expansion. 
  
AONE will cover the Kharkiv and Sumy regions, where the current representative office in Shostka will structurally transfer to the new AONE representative office in Kharkiv in the first half of 2026.    
 
Key intervention sectors covered by the North East regional office will include housing, information counseling and legal aid (ICLA), protection from violence, education and emergency response through cash assistance. 


We are looking for a HR Coordinator,whose task is to lead the HR and Administration team, provide advice in accordance with NRC standards and support the teams implementing the programs/projects. 


style="font-weight: 400; font-style: normal">Implement NRC systems and procedures at the regional level. 

  • Ensure compliancepolicies, manuals, NRC guidelines, donor requirements and national labor laws in all processes and procedures. 
  • Preparation and submission of reports and analyses. 
  • Ensuring proper storage of all accompanying documents. 
  • Managing the HR team at the regional level. 
  • Ensuring the development and implementation of administrative systems and procedures. 
  • Actively promote PSEA (prevention of sexual exploitation and abuse) standards and principles in NRC and among beneficiaries, to whom NRC provides services. 
  • Ensure compliance with NRC policies and national labor laws in all processes and procedures. 
  • Coordinate actions with relevant partners, suppliers, authorities, lawyers, etc. 

  • Specific duties:

    • Develop region-specific standard operating procedures (SOPs) and HR policies. 
    • Ensure timely implementation of HR activities and dissemination of SOPs and HR policies in the regional office. 
    • Ensure that onboarding, induction, performance management and termination procedures are followed for all regional office employees. 
    • Provide advice and support to line managers and HR staff in accordance with NRC SOPs and HR policies. 
    • Oversee disciplinary actions/meetings, conflict management and participate in investigations as necessary. 
    • Ensure accuracy and timeliness of data in all NRC files (online and paper). 
    • Ensure the processing and tracking of national employee benefits, including vacation and health insurance, in accordance with NRC procedures. 
    • Ensure the processing and tracking of regional office recruitment in accordance with NRC procedures. 
    • Provide staffing and hiring reports as needed. 
    • Coordination with the regional office of the staff development plan in the country. 
    • Analysis of work and development plans, analof learning gaps and needs. 
    • Supporting line managers in procedures and providing necessary training on personnel management issues upon request. 
    • Administrative team management at the regional level. 
    • Performance of other tasks at the request of the line manager. 


      Professional competencies:

      Bachelor’s degree in a relevant field
      Minimum 3 years of experience working in a humanitarian organization
      Prior experience working in difficult and unstable conditions
      Fluency in English
      Fluency in Ukrainian and Russian
      Prior experience in humanitarian negotiations is considered a significant advantage
