As part of our expanding portfolio, Camino is implementing projects in close partnership with UNICEF and the Ministry for Development of Communities and Territories of Ukraine, supporting national systems, contributing to WASH sector modernization, and strengthening long-term service sustainability.
In connection with this partnership, we are currently recruiting qualified specialists for the following position.
Background
Ukraine’s the water supply and sanitation (WSS) sector requires US$11.3 billion for recovery in 2025–2035, with 8.5 million people needing essential services. Significant modernization and alignment with EU standards are necessary, yet the Ministry currently lacks the staffing and technical capacity to drive these reforms.
To address this, a dedicated team of experts is urgently needed to build a modern, efficient, sustainable WSS system grounded in corporate governance, EU compliance, and high-quality, accessible services.
Purpose of the Reform Office
The Reform Office will develop and implement a new WSS sector concept to ensure enterprise sustainability, institutional efficiency, and environmental safety through coordinated action among the state, communities, and international partners.
Key Objectives
- Develop a strategic WSS Reform Concept through 2030.
- Advance corporatization of water utilities to improve efficiency and transparency.
- Propose a regionalization model to optimize resources and enhance service quality.
- Design an economically justified tariff policy ensuring stability and affordability.
- Prepare a reform roadmap aligned with EU directives and standards.
- Coordinate stakeholders and facilitate effective dialogue between government, communities, utilities, and donors.
- Organize capacity building and professional training for WSS personnel.
- Establish a Project Management Group to support regions in preparing recovery and development projects.
- Provide recommendations on energy management, audits, and monitoring of energy use.
- Support the development of public investment projects (WWTP reconstruction, water intakes, network renewal, automation, etc.).
Job Summary
The Head will lead the Office for Water Sector Recovery and European Integration, supporting the Ministry for Communities, Territories, and Infrastructure Development of Ukraine in implementing strategic reforms and sector modernization. The role includes managing the Office, coordinating the expert team, and ensuring effective execution of its mandate—harmonizing the sector with EU standards, attracting investments, and advancing energy-efficient and sustainable water supply and sanitation systems.
This position requires a dynamic, results-driven leader capable of navigating complex challenges, strengthening institutional capacity, and promoting a modern, European approach to water resource management.
Essential Duties and Responsibilities:
- Provide overall leadership and strategic direction to the Office of Recovery and European Integration of the Water Sector, ensuring alignment with national priorities and the Ministry’s reform agenda
- Oversee the development and implementation of strategic and operational plans aimed at advancing EU integration and modernization of the water supply and sanitation sector
- Lead, supervise, and coordinate the Office’s multidisciplinary team, ensuring high performance, accountability, and collaboration
- Drive alignment of national water legislation and standards with EU directives and international best practices
- Foster partnerships and coordination with government institutions, international organizations, and development partners to mobilize investment and technical assistance
- Promote energy efficiency, climate resilience, and financial sustainability across sectoral projects and policies
- Ensure application of transparent and evidence-based management approaches, including effective stakeholder engagement and communication
- Represent the Office in policy dialogues, coordination mechanisms, and international cooperation platforms, advocating for sectoral reforms and innovations
- Monitor, evaluate, and report on progress of key initiatives, providing analytical insights and recommendations to the Ministry for strategic decision-making.
Deliverables
While implementing assigned tasks, the Head of the Office will provide:
- Fully established and operational Office of Recovery and European Integration of the Water Sector with defined structure, roles, and internal procedures
- Effective team management system ensuring coordination, accountability, and performance of the Office staff
- Strategic concept and roadmap for water supply and sanitation (WSS) sector reform aligned with EU directives
- Established annual work plan and implementation framework for the Office
- Coordination mechanism ensuring effective collaboration between government, local authorities, and international partners
- Policy briefs and legislative proposals harmonizing Ukrainian water sector regulation with EU standards
- Developed at least three PPP-based project proposals for enterprises
- Energy efficiency and green transition program for water utilities with measurable reduction targets
- Capacity-building framework and training plan for local governments and utilities.
- Quarterly and annual progress reports summarizing key achievements, challenges, and recommendations
- Monitoring and evaluation (M&E) system to track reform progress and performance indicators
Qualifications:
Education:
- Master’s degree in Public Administration, Management, Environmental Policy, Water Resources Management, Economics, Law, or another relevant field.
Professional experience:
- At least 10 years of progressively responsible professional experience in public administration, infrastructure reform, or sectoral development programs
- Proven leadership and management experience in coordinating multidisciplinary teams or institutional reform initiatives
- Demonstrated experience in policy development, strategic planning, and institutional strengthening in the public or development sectors
- Solid understanding of EU integration processes, alignment with EU directives, and sectoral approximation mechanisms (preferably in the water or environmental sectors)
- Experience working with or providing advisory support to water utilities or municipal infrastructure enterprises is highly desirable
- Experience in partnership building and coordination with international financial institutions (IFIs), donors, and development partners
- Proven track record of mobilizing investment and technical assistance for infrastructure or reform projects
- Experience in post-crisis or recovery-oriented reforms and energy efficiency projects will be considered an advantage
- Excellent communication, negotiation, and stakeholder management skills, with the ability to represent the Office in high-level forums

- Travel to program areas is required, sometimes to remote and challenging environments.

Main Duties and Responsibilities
- Provide the overall leadership and strategic direction of the Office for the Restoration and European Integration of the Water Sector, in accordance with the Ministry’s state priorities and reform.
- Control the development and implementation of strategic and operational plans aimed at the modernization of the sector and its integration with European standards.
- Manage the Office’s multidisciplinary team, ensuring high productivity, accountability and team interaction.
- Promote harmonization of national legislation and standards in the field of water supply and drainage with EU directives and international practices.
- Form partnerships and coordinate cooperation with state institutions, international organizations and donors in order to mobilize investments and technical assistance.

Expected deliverables
During the performance of duties, the Head of the Office shall ensure:
- A fully formed and functional Office with a defined structure, roles and internal procedures.

- Annual work plan and framework for its implementation.
- Effective coordination mechanism between state institutions, communities and international partners.
- Analytical notes and legislative proposals on harmonization of sector regulation with European standards.
- Development of at least three project proposals based on public-private partnership (PPP).
- Energy efficiency and green transformation program will supportof water supply with measurable indicators of energy consumption reduction.
- Capacity building system and training plan for communities and enterprises.

Qualification requirements
Education:
Master's degree in public administration, management, environmental policy, water management, economics, law or other relevant field.
