The Danish Refugee Council (DRC)is a leading international humanitarian organization whose main goal is to protect, support and promote long-term solutions for the population affected by displacement.

The DRC has existed in Ukraine since 2014. At the moment, DRB has more than 800 employees working on the territory of Ukraine to implement emergency response in the sectors of social and legal protection, livelihoods, housing restoration and humanitarian disarmament and peacebuilding (humanitarian demining), providing direct support to responsible persons and non-governmental organizations (NGOs), as well as their partners. DRB will continue to develop long-term solutions, adapting them to the changing situation.

DRB is currently looking for a highly qualified Team Leader for Non-Technical Examination and Communication of Explosive Ordinance Risks to join the team in m. Sums.

Overall purpose of the role

Under the direct supervision of the Humanitarian Demining Management and Technical Affairs Manager, the Head of the Non-Technical Survey and EOD Risk Communication Unit Team Leader will be responsible for the effective management, technical supervision and implementation of Non-Technical Survey (NTO) and Risk Communication activities, related to explosive objects (IRVNP) in the specified region of activity. The role involves significant team management, quality control, coordination and interaction with communities.

Your main responsibilities in the position will be:

Implementation of Non-Technical Inspection (NTO)

  • Ensure the implementation of NTO processes in accordance with Standard Operating Procedures (SOP) and regulations.
  • Ensure application of the reporting principle of "all "reasonable efforts" in the survey process.
  • Review all evidence to establish potentially contaminated areas (PCAs), contaminated areas (CA) and verify findings and reports.
  • Review and approve at team level recommendations for delisting hazardous areas.
  • Ensure that all NTO documents and reports meet technical and control requirements of quality.

Implementation of Explosive Ordnance Risk Awareness (OED) activities

  • In case of staff shortage, conduct offline and online EOD sessions for adults, adolescents and children in accordance with the standard operating procedures of the DRB GRM.
  • As a trainer, conduct EOD training of trainers (TOT) for local stakeholders needs.
  • Plan, monitor and report on the dissemination of IRNP information materials.
  • Participate in the development of IRNP materials, methodologies and tools.
  • Supervise field testing of IRNP materials and report on results.

Manage personnel and ensure quality

  • Directly manage the NGO/IRVNP team and their daily work.
  • Conduct annualperformance evaluations and determine training and professional development needs.
  • Recruit and "on-board" new employees.
  • Cooperate during monitoring of IRVNP (internal and external) both in Ukraine and at the Head Office (Headquarters) for quality assurance/quality control (QA/QA).

Coordination and interaction with community

  • Act as the primary contact person with IRVNP/NTO for other HRM activities (mining, victim assistance) and other DRB sectors to ensure an integrated approach.
  • Establish and maintain relationships with local/regional authorities and relevant stakeholders.
  • Lead strategic communication with communities to ensure awareness of plans and activities regarding demining.
  • Interact with local and national authorities to coordinate the handover of liberated areas.

Reporting and information management

  • Maintain up-to-date data on IRVNP/NTO activities based on information provided by the team.
  • Check all documentation IRNP/NGO pre-submission for quality assurance.
  • Provide data for government, donor and other reports upon request.
  • Monitor regular updates of IRNP online and offline archives.


About you:

To be successful in this position, we expect you to have at least 3 years of humanitarian experience organization, including at least 1 year of team management experience. In addition, we also expect the following from you:

Required

  • Completion degree.
  • Technical certification in IRVNP and NTO.
  • Excellent communication and interpersonal skills.
  • Strong conflict resolution and leadership skills negotiations.
  • Fluent command of the Ukrainian language. Intermediate English.
  • In-depth knowledge of Microsoft Office (Word, Excel, PowerPoint, and Outlook).
  • Ability to collect and accurately record field data.

The preliminary trial period is 3 months.

The vacancy is open only to citizens of Ukraine. Salary and conditions according to the Employment Conditions of national staff of the Danish Refugee Council in Ukraine.
