DRC is currently seeking of a highly qualified Head of the Data Monitoring and Evaluation Team who will join our team in m. Kharkiv.

on monitoring and data evaluation in eastern and central-eastern Ukraine. The Team Leader will work with Monitoring and Data Evaluation Specialists and Assistants to implement data monitoring and evaluation activities in accordance with minimum standards and project plans. The team leader will regularly visit the Danish Refugee Council (DRC) locations within their area of responsibility to ensure that monitoring and data evaluation staff are trained and adequately supported in their ongoing work, and that monitoring and data evaluation results meet high standards and donor requirements.

This role has a geographic focus. in the Eastern and Central-Eastern regions (Kharkiv, Donetsk and Dnipropetrovsk regions) and aims to ensure compliance with DRB procedures in the Kharkiv, Slovyan and Dnipro offices. The Data Monitoring and Evaluation Team Leader will be expected to travel extensively (approximately 50% of the time) between these areas and possibly others as the DRB operational coverage expands

Your primary responsibilities will be:

Quality Management:

  • Responsible for developing and implementing team plans for monitoring and evaluating data to achieve highly effective and cost-effective program strategies and activities.
  • Participate in project meetings, review meetings and closing meetings with the aim of highlighting cross-project components aimed at replicating best practices and strengthening synergies between projects or programs
  • Collaborate with regional staff of the monitoring and data evaluation team to regularly update activities and indicators in accordance with internal procedures and donor requirements reporting.
  • Collaborate with the Data Monitoring and Evaluation Manager to implement the results of the Monitoring and Data Evaluation team, such as baseline and final assessments, needs assessments, etc., in line with donor requirements and DRB programmatic priorities.

Program monitoring and data evaluation:

  • Provide support to the Data Monitoring and Evaluation Manager and lead professionals in the development of systems, tools, and templates that improve monitoring of program outcomes and quality, generate quality evidence on program outcomes, and facilitate and ensure the use of data for decision-making processes.
  • Collaborate with the Data Monitoring and Evaluation Manager to ensure support from team members DRB of all efforts aimed at ensuring accountability, in particular to beneficiaries and in accordance with international standards, actively involving beneficiary communities as equal partners in the development, monitoring and evaluation of DRB projects.

Team Management:

  • Actively support and advise on recruitment and initial training of data monitoring and evaluation team members, as well as relevant program and project staff.
  • Coordinate the daily activities of monitoring and data evaluation team members in the appropriate location (East).
  • In collaboration with the Monitoring Manager and data assessments develop capacity development plans and implement them with the help of training, ongoing support and supervision.
  • Responsible for ensuring the timely implementation of agreed work plans and tasks set by the senior manager.
  • Participate in the hiring process and release employees of the data monitoring and assessment team, as well as conduct evaluations their activities (under the supervision of the manager of the next level).

About you:

To be successful in this position, we expect you to have at least 2 years of direct experience in monitoring and evaluation, as well as information management.

In addition, we also expect the following from you:

Required:

  • Bachelor's degree in economics, statistics, research methods or a similar field.
  • Previous team management experience.
  • Proven skills to create and use qualitative and quantitative methods of monitoring and evaluation and analysis in organizational planning.
  • Fluency in English and Ukrainian in a professional setting levels.

Preferably:

  • Professional knowledge of Microsoft Office (Outlook, Excel, Word, PowerPoint) and standard Windows/email system.

We offer:

Contract: 3 months probationary period with possibility of further extension depending on performance and available funding.
