The goal of the PFRU is to provide the Ukrainian state with better conditions for managing the inclusive recovery and revival of Ukraine in partnership with civil society and the private sector in the face of Russian aggression. This should contribute to the development of a more stable, socially cohesive, inclusive, independent, democratic, sovereign and prosperous Ukraine. PFRU provides funding to Ukrainian and international implementing partners and implements projects based on research results and the evidence base.
Brief description of the position:
The consultant will work in the Sumy Oblast Military Administration (Sumy OVA) and will support its communications department in creating high-quality visual content for public outreach. The main area of work will be the development of graphic materials for social networks, digital campaigns, presentations with the aim of promoting strategic communication of the Sumy OVA and interaction with the public.
The consultant, in close cooperation with the staff of the Sumy OVA, will create visual materials that reflect local priorities and ensure transparent, timely and effective communication with the public. This position provides an opportunity to make a real contribution to regional communication initiatives aimed at informing and actively involving the public.
Responsibilities:
- In cooperation with Sumy OVA, strengthening and expanding content on its official communication channels.
- Development of visual content for social networks, including infographics, banners, thematic illustrations.
- Development of presentation materials to support strategic communications and attract stakeholders.
- Creation of visual materials for events held in adapted premises - such as shelters or temporary locations — maintaining a professional level of design, despite non-standard conditions.
- Development of presentation materials for the presentation of regional projects to international partners and stakeholders.
- Ensuring compliance of all visual materials with approved instructions regarding communication messages and branding.
- Adaptation of design for different platforms and audiences, ensuring accessibility and comprehensibility.
- Maintenance of organized archives designer resources and templates.
- Ensuring that all content complies with ethical standards, conflict sensitivity and GEDSI principles (gender equality, people with disabilities, social inclusion).
- Participating in planning meetings and providing creative ideas in the development of visual campaigns.
- Providing recommendations to improve visual coherence, readability and audience engagement.
- Follow-up the latest design trends and best practices in public communications and digital media.
- Consultant's preparation and submission of monthly progress reports to the PFRU containing summary information on activities completed, media results and engagement metrics.
- Consultant's holding briefings with the PFRU and/or its representatives (as requested or as needed) to discuss progress, challenges and new developments needs.
- Conducting personal or remote meetings by the consultant with relevant specialists in strategic communications, taking into account proposals or feedback from the Sumy OVA and/or PFRU.
- Responding to relevant unplanned requests from the Sumy OVA or PFRU, which go beyond the defined duties, if such tasks correspond to the competence of the consultant(s) and contribute to the achievement of general communication goals.
Qualification:
The graphic designer must have the following qualifications and experience:
- Proven experience developing graphic materials for public relations, social media, presentations.
- Strong portfolio demonstrating ability to create clear, engaging and professional visual content.
- Proficient in design software (e.g. Adobe Illustrator, Photoshop, InDesign, Canva).
- Ability to work independently and manage multiple requests for design.
- Strong organizational and time management skills.
- Fluency in the Ukrainian language; working knowledge of English will be an advantage.
- Appropriate equipment (laptop) is required.
- The consultant must have a registered and valid status as an individual entrepreneur at the time of signing the contract and throughout its duration.
Subordination: style="font-weight: bold !important">Length of work/ volume of engagement (LOE):
Six months, the total amount of involvement (LOE) is 110 working days.
Place of work:
The position involves work in the Sumy region (Ukraine), mainly in the Sumy regional military administration (Sumy OVA).

Position Summary:
The consultant will be embedded within the Sumy Regional Military Administration (Sumy RMA), supporting its communications team in the creation of high-quality visual content for public outreach. The role focuses on designing graphics for social media, official communications, and presentations, contributing to the RMA’s strategic communications and public engagement efforts.
The consultant will work closely with Sumy RMA staff to produce visual materials that reflect local priorities and support transparent, timely, and effective communication with the public.The role is remote, with regular coordination and participation in planning meetings as needed. This position offers an opportunity to contribute directly to regional communications efforts that inform and engage the public.
Responsibilities:
- Collaborate with Sumy RMA to strengthen and expand the content of its official communication channels.
- Design visual content for social media platforms, including safety alerts, evacuation procedures, infographics, banners, mine risk education, and thematic illustrations.
- Develop presentation materials that support strategic communications and stakeholder engagement.
- Develop visual materials for events held in adapted spaces such as shelters or temporary premises, ensuring professional presentation despite non-standard environments.
- Create presentation materials to support the representation of regional projects to international partners and stakeholders.
- Ensure all visual materials align with approved messaging and branding guidelines.
- Adapt designs for different platforms and audiences, ensuring accessibility and clarity.
- Maintain organised archives of design assets and templates.
- Ensure all content adheres to ethical standards, conflict sensitivity, and GEDSI (Gender Equality, Disability, and Social Inclusion) principles.
- Participate in planning meetings and contribute creative input to visual campaign development.

Reporting:
