General information about the program

The program "Partnership for a strong Ukraine" Phase-2 (PFRU-2) is a multi-year donor program implemented under the management of the Ministry of Foreign Affairs, Commonwealth of Nations and Development (MFA) of Great Britain. The goal of PFRU-2 is to strengthen the resilience of the Ukrainian government, economy, media and civil society by providing relevant partners with critical support in the implementation of projects.

Position description:

The funds manager manages the program of local grants and projects funds of the PFRU-2 program and is responsible for establishing, implementing and monitoring the issuance of grants and financing of projects within the framework of the program.  The Funds Manager will use relevant Kimonix resources, including the PFRU-2 Funding Guide, to provide grants and program funding for this purpose. The Funds Manager  will ensure that all grants and projects issued are awarded, monitored and closed in accordance with the applicable policies and procedures of the British Foreign Office and Chemonics.

  • Manages the activities of subcontracting and grant activities initiated by projects, ensuring compliance with Kimonics policies and procedures, as well as funding guidelines. Ensures satisfactory and professional implementation of all contractual grant regulatory requirements. 
  • Ensures implementation of activities and deliverables related to grants, subcontracts and projects in accordance with schedule, approved specifications and within allocated budget. 
  • Prepares grant agreements and amendments, explains terms, conditions, roles and responsibilities in accordance with Kimonics policies and procedures and UK Foreign Office rules and regulations.
  • Establishes financial and administrative procedures for grants and project expenditure tracking, including appropriate reporting and authority. 
  • Conducts, where possible, pre-contract screening and financial analysis of potential partners to determine the managerial and technical capacity of applicants to administer grants and award subcontracts. In particular, participate in the review of financial, accounting and administrative procedures for the control of funds and expenses, including appropriate reporting and authorization. This will include a detailed assessment of value for money (cost-effectiveness, efficiency, cost-effectiveness and equity) in line with the PFRU's value for money policy. 
  • Ensures effective communicationbetween PFRU staff and grantees and subcontractors, ensures that grantees are provided with appropriate technical advice and assistance in areas of governance, including financial management, financial stability and advocacy. 
  • Monitors compliance with all agreements governing grants and projects and prepares necessary reports. 
  • Ensures the highest level of honesty, openness and transparency in the management of grantmaking processes and procedures. 
  • Ensures that grants and project-related files are kept up-to-date and complete and always ready for audit. 
  • Conducts training for potential subcontractors and grantees, provides technical assistance in establishing cost controls and reporting on the use of funds. 
  • Provides necessary assistance to technical staff on matters related to the improvement, data management and monitoring of the administrative system to track the activities and performance of organizations receiving funding under the project. 
  • Ensures full compliance with UK Foreign Office regulations and Chemonics grant policy related to fair and open competition in awarding local grants and manages the placement of proposals. 
  • Ensures development of branding and marketing plans with subcontractors/grantees and compliance with PFRU's environmental requirements communications policy and visibility policy. Ensures the closing of grants and projects within the established terms. 
  • Provides support to clients in technical and financial reporting, including preparation of budgets and descriptions. 
  • Collaborates with PFRU finance team, grantees, UK Foreign Office and Chemonics HQ to continuously update and align project budgets with overall program budget. 
  • Ensures grants and projects are closed in a timely manner
  • Performs additional operational, technical and administrative tasks at the request of the Director of Funds/Grants and Compliance or the Deputy Head of the Operations Group.

    Qualifications requirements:

    • Higher education in finance, accounting, economics, auditing, entrepreneurship, business administration or an equivalent field. Education in another field with relevant experience in finance/grants will also be accepted. 
    • Minimum two years of work experience in fund management / finance / operations / procurement / grants with international donor projects. Experience of working with the British Foreign Ministry as a donor is desirable. 
    • Knowledge of British Foreign Office and/or UK government reporting preferred.
    • Demonstrated experience working with local organizations. 
    • Strong financial management skills, including analytical and decision-making skills. 
    • Demonstrated ability to work independently and as part of a team both in person and remotely. 
    • Strong organizational and prioritization skills. 
    • Excellent verbal and written communication skillstive skills. 
    • Demonstrated versatility and integrity. 
    • Proven experience in developing new organizational systems and tools, and proficiency in Microsoft Office is required. 
    • Ability to work professionally with colleagues, visitors and the public.
    • Fluency in Ukrainian and English (both written and spoken).

    Reporting

    The Funds Manager reports directly to the Director of Funds and Compliance.

    Summary of Position:

    Main Duties and Responsibilities:

    • Supports technical workstream leads and short-term technical experts in project design to ensure suitability and feasibility of proposed deliverables;
    • Advises on contractual mechanisms for use under projects;
    • Manages project-initiated subcontracting and grants activities, ensuring compliance with Chemonics policies and procedures as well as the funds manual. Ensures that all contract-specified grants-related regulatory requirements are met in a satisfactory and professional manner.
    • Ensures that activities and deliverables related to grants, subcontracts, and projects as applicable are achieved on schedule, in accordance with approved specifications and within the allocated budget.
    • Prepares grant agreements and amendments, explains terms, conditions, roles, and responsibilities in compliance with Chemonics policies and procedures and FCDO rules and regulations. 
    • Creates financial and administrative procedures for grants and tracking project expenditures, including appropriate reporting and authorities.

    Qualifications:
