  Purpose of the position: Ensuring the implementation of road safety measures (BDR) aimed at reducing the level of traffic accidents (traffic accidents), preventing injuries and preserving the property of the Red Cross Society of Ukraine.  

  The position involves the practical implementation, coordination and control of preventive, technical and educational measures for road safety in the structural subdivisions of the National Committee of the National Road Safety Committee, as well as ensuring compliance with the requirements of the legislation of Ukraine, internal local acts (LNA) and fleet safety standards.  

  Note:

  1. Timely and full implementation of the approved road safety action plan.

  2. Decreasing the number of violations of the Traffic Rules and road traffic accidents involving the drivers of the TCHU.

  3. Quality and timely preparation of reports, analytical materials and recommendations on improving the level of road traffic safety. activities of the organization.

  Primary Responsibilities:

  • Ensures the implementation of the Road Traffic Safety Policy of the TCHU by conducting measures aimed at the safe operation of vehicles in the NC of the TCHU.  

  • Monitors employees' compliance with legislation, rules, norms and standards related to road safety, as well as local regulatory acts of the TCHU on fleet safety.

  • Conducts a systematic analysis of the state of accidents and violations of traffic safety requirements, develops measures to prevent them and monitors their implementation.

  • Informs the employees of the National Railways of ChKHU about the state of emergency, causes and circumstances of road accidents, violations of traffic rules.  

  • Conducts road safety briefings and training for drivers and personnel involved in the operation of official vehicles.

  • Controls the training of drivers, their compliance with work and rest regimes and the requirements of traffic rules.

  • Maintains and updates the driver database in the fleet management system, enters current data and expiration dates of medical certificates and other documentation necessary for the safe operation of the fleet.

  • Conducts the investigation of road accidents involving vehicles of the NC TCHHU and develops preventive measures to prevent repeated incidents.  

  • Keeps records of traffic accidents and traffic violations, analyzes the circumstances and causes of their occurrence, prepares analytical materials and recommendations for improving the level of road safety.

  • Conducts data reconciliation with the National Police regarding traffic accidents and traffic violations by drivers of the NK TCHHU.  

  • Checks the activity of the structural divisions of the NC ChХУ, related to the operation of vehicles, regarding compliance with regulatory requirements for road safety.  

    

  • Evaluates potential hazards and threats to fleet security.  

    

  • Contributes to the formation of a culture of safe driving of official vehicles.  

    
    
    
    
    

  • Provides advisory support to structural units and personnel regarding road safety and rules for safe operation of vehicles.  

   

  • To observe the principles of the Red Cross Movement and work in accordance with them.

• Experience of working in international humanitarian and non-governmental organizations will be an advantage. 

• Proficiency in such tools as MS Office (Word, Excel, PowerPoint, Teams, Outlook). 

• Ability to process large volumes of information and maintain current documentation. 

• Analytical mindset and high efficiency. 

• Ability to work independently and in a team, stress resistance, quick adaptation Skills in developing and conducting training events (trainings, briefings, knowledge tests), including the preparation of training and visual materials. 

• Experience of inspections (audits), investigation of traffic accidents.  

• Knowledge of legislative and regulatory acts in the field of road traffic safety, as well as the principles of building safety management systems (in particular, ISO 39001 or similar practices). 

• Fluency in the Ukrainian language. 

• Proficiency in English will be an advantage. 

• Cooperation and teamwork. 

• The ability to make decisions. 

• Excellent interpersonal skills. 

• Ability to cooperate with partners/contractors, local organizations.
