Malteser International
Malteser International is an international humanitarian aid organization operating under the auspices of the Sovereign Order of Malta. For more than 60 years, we have provided relief and recovery support to people during and after conflicts and disasters around the world. Christian values and humanitarian principles form the basis of our activity. In more than 30 countries in Africa, the Americas, Asia, Europe and the Middle East, we support people in need, regardless of their religion, background or political beliefs.
Since the start of the war in eastern Ukraine in 2014, Malteser International has been working with three local partner organizations in the field of mental health and psychosocial support (MHPSS). Since the full-scale invasion on 24 February 2022, Malteser International has rapidly expanded its humanitarian operations to respond to the growing needs across the country, partnering with more than 8 local organizations to provide critical assistance to people affected by the crisis. Today, Malteser International's humanitarian response includes the distribution of food, hygiene kits, winter kits, housing assistance and MPCA in hard-to-reach areas of Eastern and Southern Ukraine to reduce challenges and risks to people's lives. The international network of the Order of Malta supports people affected by the war in Ukraine and will continue to do so as long as help is needed.
To implement its activities in Ukraine Malteser International a financial specialist (ku)
Comprehensive financial monitoring of partners
Perform full financial monitoring of established partners, covering the entire financial cycle — from transaction accounting to preparation of financial statements.
Check financial reports of partners to ensure:
correct display and classification of expenses;
compliance with approved budgets and budget articles;
accuracy and consistency with supporting documents (vouchers).
In cooperation with the Financial Manager, prepare and conduct a regular analysis of budget execution (plan/actual comparison) for partner projects, identify deviations, risks, trends of under- or overspending.
Together with the program team check requests from partners for the transfer of funds, in particular:
check the accuracy and completeness of the request, compliance of amounts with approved budgets and supporting documents;
confirm admissibility inexpenses, their proper justification and compliance with the terms of the partnership agreement and donor requirements.
Review of partner vouchers (PRV)
Check partner vouchers against declared expenses to confirm full compliance between primary documents and financial statements.
Review financial documentation submitted by partners for completeness, accuracy and compliance with MI and donor policies, guidelines, regulations and procedures prior to approval.
Partner support and capacity building
Provide ongoing consulting support to partners on financial reporting, record keeping and donor compliance.
Conduct trainings and individual consultations for financial staff of partners in order to strengthen internal financial systems and understand donor requirements.
Collaborate with other units to ensure comprehensive and coordinated support to partners.
Identification of risks and reporting
Identify risks of non-compliance or recurring financial problems identified during the audit and monitoring.
Contribute to the development of action plans to minimize financial and compliance risks at the partner level.
Your profile:
Key competencies and technical expertise:
Basic knowledge in the field of financial analysis and reporting; high attention to detail and documentation accuracy.
Understanding donor compliance and internal control systems requirements.
Developed communication skills, capacity building skills, team spirit and ability to coordinate.
Proven risk identification and problem solving skills.
Bachelor's degree in finance, accounting, business administration or a related field.
At least 3 years of experience in finance, auditing or grant management - preferably in an NGO or within donor-funded programs.
Knowledge of donor requirements (e.g. GFFO, BMZ, UN agencies).
Understanding financial legislation and NGO regulation in Ukraine.
Experience working with local partners or public organizations will be a significant advantage.
Proficient in Microsoft Excel and financial software.
Fluent command of Ukrainian and professional command of English.
