The Danish Refugee Council (DRC) is a leading international humanitarian organization whose main objective is to protect, support and promote long-term solutions for victims of population displacement.

DRB has existed in Ukraine since 2014. At the moment, DRB has more than 800 employees working on the territory of Ukraine to implement emergency response in the sectors of social and legal protection, livelihoods, housing reconstruction and humanitarian disarmament and peacebuilding (humanitarian demining), providing direct support to responsible individuals and non-governmental organizations (NGOs), as well as their partners. DRB will continue to develop long-term solutions, adapting them to the changing situation.

DRB is currently looking for a highly qualifiedProgram Specialist Consortium for the territorial distribution of resources from financial activities implemented in the Kherson region (place of work - Mykolayiv). 

General purpose of the role

inherit">Under the leadership of the Manager, you will be responsible for increasing the capacity of partners, overseeing the use of partner sub-grants, ensuring compliance with donor requirements, as well as supporting high-quality financial reporting and risk management within the framework of partner projects and daily financial operations of the Consortium.

About the Consortium with territorial distribution of resources: The program of the Consortium for territorial distribution of resources supports local public organizations in Ukraine, facilitating their access to stable and quality financing and helping them scale their activities without having to go through complex bureaucratic procedures. The consortium functions as a financing mechanism, which includes a due diligence process, holding tenders, disbursement of funds and targeted support during project implementation. 

proper verification of partner organizations in coordination with consortium members; identify financial risks and develop mitigation measures.

  • Develop and implement partner capacity development plans, including training materials, financial management training and ongoing budgeting and compliance mentoring requirements.
  • Ensure financial management, supervision and monitoring of partnership and sub-grant agreements, ensuring the use of funds by partners in accordance with approved budgets, contracts, internal policies of the organization and donor requirements.
  • Check financial statements of partners and supporting documents for accuracy, allowability of expenses and compliance with donor rules; support the preparation of consolidated financial information for management and donor reporting.
  • Coordinate closely with program and partner teams on the financial status of partner-supported projects and provide financial technical support as needed.
  • Support partners at the stage of preparing project proposals, in particular, in developing budgets and identifying potential financial risks.
  • Prepare partners for internal and external audits and donor audits, as well as support the implementation of corrective measures.
  • Ensure compliance with the organization's internal policies, including internal control, anti-fraud and corruption procedures.
  • Perform other financial tasks in accordance with the instructions of the direct manager. 
  • About you:

    To be successful in this position, we expect from you have at least 1 year of experience in finance/accounting, partnership support or a related field in a humanitarian organization, and experience in finance , accounting for at least 2 years.  In addition, we also expect the following from you: inherit">Required

    • Higher education in a relevant field or equivalent (finance, economics).
    • Understanding of partnership procedures and donor requirements regarding regulatory and compliance requirements.
    • Strong communication skills, experience or the ability to conduct trainings, educational sessions.
    • Ability to analyze financial and program risks related to partnership activities.
    • Experience in providing support in the process of external audits, including preparation and submission of appropriate supporting documentation.
    • Proficient in contract and subgrant management skills, including reviewing budgets, agreements and reports.
    • Proficient user of MS Word, Excel, PowerPoint, Outlook and SharePoint. B1-B2.
