We are now increasing our efforts in Ukraine and neighboring countries to provide assistance to people forced to flee their homes due to war. 

The Norwegian Refugee Council (NRC) is strengthening its presence in northeastern Ukraine and establishing a regional office with an office in Kharkiv. The Regional Representative Office North East (AONE) will become a new regional representative office, expanded from the current representative office in Kharkiv, and will begin functioning in the first half of 2026. The Regional Program Manager will be actively involved in this expansion. 
  
AONE will cover the Kharkiv and Sumy regions, where the current representative office in Shostka will structurally transfer to the new AONE representative office in Kharkiv in the first half of 2026.    
 
Key intervention sectors covered by the North East regional office will include housing, information counseling and legal aid (ICLA), protection from violence, education and emergency response through cash assistance.

We are looking for a Finance Coordinator whose task is to ensure the compliance of the financial system with NRC standards and support the implementation of programs/projects in Ukraine. Ensuring compliance of accounting, monitoring and reporting with established procedures. Checking payment documents and ensuring their accuracy and compliance with donor requirements.  

General Responsibilities:

  • Ensure that the organization of the office complies with the financial handbook, NRC policies, donor and audit requirements. 
  • Implement NRC financial systems, procedures and regulations. 
  • Perform general control of the budget and monitoring of cash flows. 
  • Management of the financial team of the office. 
  • Providing regular analyzes and reports onobjects 
  • Management support in the implementation of anti-corruption policy. 
  • Management of financial software for proper control and regular periodic close. 
  • Building the potential of non-financial staff (program teams) in the field of financial management. 
  • Building the potential of the regional financial team. 
  • Ensuring appropriate NRC actions are taken in accordance with NRC Guidelines for Safeguard Integration and reporting any violations/problems to immediate supervisor and/or coordinator for appropriate action.

    Specific Responsibilities:

  • Verify and ensure accuracy of implementing partner financial report and related supporting documents
  • Check payment documents and ensuring their accuracy and compliance with donor requirements.  
  • Control of banks, their reconciliations, etc.  
  • Ensuring accounting, monitoring and reporting compliance with NRC and donor procedures.  
  • Checking and ensuring the accuracy of all financial data entered into Agresso.  
  • Ensuring data archiving in accordance with NRC standards and policies.  
  • Manage, train and provide guidance to finance professionals/assistants in regional and local offices.  
  • Provide support to the financial manager in interaction with budget managers regarding spending plans and monthly cash flow forecasts.  
  • Provide support to project/program staff in preparing budgets, expenditure plans, monitoring BVA and timely payments.  
  • Provide month, year and project close support in accordance with NRC and donor procedures.  
  • Provide support to all audits at the regional level. 
  • Ensure optimal distribution of costs in accordance with approved budgets and projected expenditures (general budget, tables of distribution of funds, etc.).  
  • Provide financial training and promote the development of the potential of financial and non-financial personnel at the regional level.  
  • Perform any other finance-related tasks as requested by the finance manager.  

    Professional competencies  

     
    Minimum 2 years of experience in a financial position in the commercial sector or an international non-governmental organization.  
    Higher education in accounting, finance or equivalent preferred.  
    Experience of working in complex and changing conditions.  
    Documented results related to job duties.  
    Knowledge of own leadership skills/profile.  
    In-depth knowledge of computer software and modern accounting systems.  
    Fluency in English, both written and spoken.  
    Proficiency in Microsoft Excel.
