Field MEAL Officer (Field Monitoring, Evaluation, Accountability and Training Specialist) in Fond Palyanicya, GO / PAL-UA

Job description:

Field MEAL Officer will play a key role in the Mobile Brigade project within the "SV&PAL-UA Mobile Care Project" in the Kherson and Mykolaiv regions. Under the leadership of the MEAL team leader, the fellow will work closely with the program team, the Communications team, and the physicians who will be seeing patients in the field. The Field MEAL Officer will work closely with the field mobile team of doctors and psychologists, partners and stakeholders to continuously assess progress and identify challenges. 

Main Responsibilities:

Monitoring and Evaluation:

• Support the deployment of MEAL frameworks, MEAL systems and implementation of MEAL key organizational priorities within the project. 

• Collect and analyze data on program activities, results and summaries in accordance with established indicators and goals. 

• Collect data through surveys, interviews and focus group discussions. 

• Ensure the breakdown of all collected data by gender, age and disability, as well as the inclusion of donor questions in all assessments. 

• Support the MEAL team leader in the preparation of the interim evaluation report and the final impact and effectiveness evaluation report. 

• Supporting any additional external monitoring and evaluation processes as needed. 

Program performance:< /p>

• Support the project in completing work on logical-structural schemes and other contract management tools and their compliance with donor requirements. 

• Evaluate the effectiveness of the program and develop conclusions and recommendations.

Requirements for the candidate:

• Education in social science, development, research or related field. 

• Experience in monitoring, evaluation, accountability and training

• Knowledge of data collection and analysis methods, including qualitative and quantitative. 

• High communication and analytical skills. 

• Ability to work in a team and under limited resources. 

• Proficiency in Ukrainian and English.

• Profound knowledge of a computer and office programs (Microsoft Office, Excel, CRM, etc.).
