NRC began its activities in Ukraine at the end of 2014, supporting people affected by the conflict in the east of the country. We are now increasing our efforts in Ukraine and neighboring countries to provide assistance to people forced to flee their homes due to war. 

The Norwegian Refugee Council (NRC) is strengthening its presence in northeastern Ukraine and establishing a regional office with an office in Kharkiv. The Regional Representative Office North East (AONE) will become a new regional representative office, expanded from the current representative office in Kharkiv, and will begin functioning in the first half of 2026. The Regional Program Manager will be actively involved in this expansion. 
 
AONE will cover the Kharkiv and Sumy regions, where the current representative office in Shostka will structurally transfer to the new AONE representative office in Kharkiv in the first half of 2026.    
 
Key intervention sectors covered by the North East regional office will include housing, information counseling and legal aid (ICLA), protection from violence, education and emergency response through cash assistance.

General duties:

  • Ensure proper monitoring, reporting and approval of measures to eliminate emergency situations within the district management, as well as timely provision of reports on the situation. 
  • Ensure that emergency response activities, such as rapid MPCA, are conducted in accordance with the minimum standards of Sphere and the Humanitarian Charter for Disaster Response, NRC values ​​and the Red Cross Code of Conduct. Also ensure compliance with NRC policies, tools, manuals and guidelines. 
  • Propose analyzes of humanitarian needs and response gaps in the Kharkiv AONE managed area and share these analyzes and needs assessments with AM, APM and relevant CC project managers. 
  • Establish and maintain constructive working relationships with other NGOs, UN agencies, the government of the host country and otherskey stakeholders, including local authorities, if any. 
  • Ensure the inclusion of NRC in the system of rapid rotation of the MPCA at the district level and establish constructive relations with other participants in monetary transactions. 
  • Create a network with national NGOs working in the field of emergencies in the area and suggest to AM, APM potential areas of cooperation and operational partnership.  
  • Ensure that all staff understand their individual and collective responsibility for safety and security. 
  • Liaise with the Safety Coordinator to ensure the Safety Guidelines are followed and effectively applied in the local environment.

    Specific Duties:
  • Prepare periodic progress reports and other documents related to the MPCA operational response. 
  • In collaboration with the field team, AM and support staff, take the lead in the design and development and writing of emergency project proposals as required.
  • Provide support in the development of contingency and emergency response plans and management of related budgets as required. 
  • Carefully monitor developments in the humanitarian field to update and adjust programmatic measures and approaches as necessary. 
  • Compile rapid needs assessment reports and, within established deadlines, provide clear operational recommendations for intervention. 
  • Ensure the high-quality implementation of rapid needs assessment projects on the ground, taking into account appropriate response methods and the needs of the most vulnerable segments of the population. 
  • Collect data, prepare and submit required reports on MPCA's fast-track activities, including descriptive reports on donor and private funds, monthly performance tracking tables, baseline and final evaluation reports, and others. 
  • Maintain contact with Ukrainian NGOs working on emergency response forms and assess their program complementarity with NRC's emergency response. 
  • Collaborate with the MEAL team to ensure the development and oversight of internal monitoring and evaluation systems to ensure high program quality, facilitate compliance with donor reporting requirements, track achievements against project indicators, and support evidence-based decision-making and develop proposals for future programs.
  • Emergency response coordination with other humanitarian partners with emergency response capacity to avoid duplication/facilitation of synergies. 

    Qualifications:

    Minimum 4 years experience as a humanitarian/rehabilitation coordinator
    Experience working in complex and volatile environments
    Technical expertise in at least one core competency
    Documented results related to job responsibilities
    Knowledge of own leadership skills/profile
    Fluency in English, both written and spoken, knowledge of Ukrainian and/or Russian is a plusa significant advantage. 
    Experience in rapid assessment and monitoring of emergency distributions, as well as implementation/management of cash transfer programs and contingency planning. 
    The ability to use a logical approach in the development and maintenance of programs is desirable. 
    Knowledge of SPHERE, Do No Harm and other humanitarian standards. 
    Experience in writing proposals for humanitarian donors and drafting reports. 


    Formal education:at least first degree; graduate degree preferred. 


    Context/specific skills, knowledge and experience: 

    Experience:


    Higher education and at least 4 years of project management experience for an international organization in emergency situations.  
    Dynamic leader with effective interpersonal skills and ability to influence others.   
    Proven experience of effective and comprehensive management of response to emergency situations; includes a good understanding of program cycle management (and PCM tools), excellent HR, team development and proven financial management skills. 
    Experience in emergency response and program expansion and response.   
    Understanding and experience of working in fast-moving emergency situations
