We are now increasing our efforts in Ukraine and neighboring countries to provide assistance to people forced to flee their homes due to war.
The Norwegian Refugee Council (NRC) is strengthening its presence in northeastern Ukraine and establishing a regional office with an office in Kharkiv. The Regional Representative Office North East (AONE) will become a new regional representative office, expanded from the current representative office in Kharkiv, and will begin functioning in the first half of 2026. The Regional Program Manager will be actively involved in this expansion.
AONE will cover the Kharkiv and Sumy regions, where the current representative office in Shostka will structurally transfer to the new AONE representative office in Kharkiv in the first half of 2026.
Key intervention sectors covered by the North East regional office will include housing, information counseling and legal aid (ICLA), protection from violence, education and emergency response through cash assistance.
style="font-weight: 400; font-style: normal"/>We are looking for a Humanitarian Access and Safety Coordinator,whose task is to manage security and safety risks, capacity building, duty of care (in direct coordination with the People and Organization department), development of humanitarian access strategies and promotion of principled humanitarian programming. The HAS coordinator reports directly to the regional manager, and the HAS manager provides technical supervision of his work. This position is the main part of the regional management group.
General aboutResponsibilities: - Implement NRC's global HAS management system at the regional level, prepare required reports and implement regionally focused elements of the HAS operational plan.
- Contribute to the formation of a culture that ensures safe and principled humanitarian assistance and support the implementation of minimum standards for safe and inclusive programming.
- Responsibility for direct staff reporting. This includes:
- Performance management process: setting clear objectives aligned with strategic priorities and monitoring and supporting the achievement of objectives by staff.
- Supporting the Regional Manager and HAS Manager in staff planning, recruitment, induction and development and supporting the duty of care for HAS staff in the region.
- Maintain an up-to-date understanding of the humanitarian situation in the region, including analysis and forecasting, to regularly inform regional leadership of key security developments, risks to the NRC, access issues and emerging threats for informed decision-making.
- Lead the development of district-level HAS documents, including emergency plans, access strategies, and context-sensitive Standard Operating Procedures (SOPs) in accordance with organizational standards.
- Provide support to the HAS Manager in conducting Security Risk Assessments (SRA) and access assessments, including rapid SRAs for new operational locations, and work with management to implement appropriate risk mitigation measures and support secure programming.
- Collaborate with the Region Management Team to ensure compliance with the HAS NRC Management System at the Region level.
- Contribute to the development of a culture of training related to humanitarian access and security and provide training, including Hostile Individual Security Training (HEIST), field first aid, training and simulations for NRC staff and partners in accordance with NRC policy.
- In consultation with the Regional Manager and the HAS Manager, communicate and coordinate with relevant external actors and coordination structures, and build relationships with various stakeholders to inform operations and security management, and to increase humanitarian access and protect humanitarian space at the regional level.
- Ensure compliance with NRC policies, guidelines and procedures and have specific responsibility for HAS policies and procedures.
Specific Responsibilities:
- Collaborate with the HAS Manager, Human Resources and Organization staff and the Regional Manager to ensure duty of care standards are met that reflect the diversity of NRC staff and visitors to the region.
- Work with management to ensure that all staff give their informed consent based on the briefing on arrival and that current information on the security situation is provided on a regular basis.
- Cooperate with the regional management group (AMG) on issues ofemergency response and emergency planning.
- Collaborate with AMG members and the HAS Manager to manage access, security and security incidents at the district level, ensuring they are documented in NRC Protect.
- Collaborate with the HAS Manager to improve humanitarian access for NRC operations throughout the district by providing technical support on tools and strategies, supporting capacity building of district staff, and assisting teams in developing access strategies and engagement plans.
- Ensure the relevance of the HAS learning tracking system.
- Manage and/or advise on engagements with parties to the conflict, including non-state armed groups and state armed forces at the district level, when assigned by management.
- Participate in project cycle management by providing contextual analysis and technical advice on operational and programmatic modalities in the district.
- Provide relevant HAS information required for project proposals to donors, internal or external audits and any other requests as required.
- Contribute to capacity building and knowledge sharing initiatives with local partners on security risk management and humanitarian access in the region, in coordination with the HAS Manager and Partnership Coordinators.
- Represent the NRC in external forums at the regional level, such as Security Coordination Groups, INSO Security Management Meetings, the Humanitarian Access Working Group (HAWG) and Civil-Military Coordination, and other fora as appropriate.
- Promote the principles and commitment to protection within the NRC and among communities.
- To take an active part in the work of the Regional Management Group.
- Perform any other tasks related to the HAS and the position as delegated by the immediate supervisor.
General professional competencies:
- Minimum three years of relevant work experience in the humanitarian/rehabilitation field.
- In-depth understanding of humanitarian principles and their application in programmatic and advocacy activities, NGO security and risk management, humanitarian access and civil-military coordination.
- Previous experience working in complex environments and understanding of access negotiations.
- Proficiency in MS Office programs, including Word and Excel.
- Previous coaching experience is an added advantage.
- Fluency in English, Ukrainian and Russian, both written and spoken.
Skills, knowledge and experience related to the context
- Proven knowledge of the context.
- Experience of interacting with communities and authorities, and with NGOs.
- Experience in risk management with implementing partners (if necessary).
