The role involves strategic management of the program portfolio, ensuring the quality, efficiency and compliance of humanitarian programs with international standards, principles of the Red Cross Movement and donor requirements.
Main functions and responsibilities
Strategic management of humanitarian programs and program portfolio
Formation and implementation of the program strategy (Program Strategy)
Ensuring consistency of programs with:
humanitarian needs of the population
strategy of the organization
international humanitarian standards
Coordinating the development and implementation of:
program approaches
quality standards
policies and procedures
Ensuring Program Quality & Accountability (PQA):
monitoring and evaluation (M&E)
organizations in interaction with:partners of the CH/CH Movement
international and national donors
state bodies
Participation in resource mobilization / fundraising for humanitarian programs
Ensuring donor and internal accountability and reporting
Key requirements (search must-have)
Higher education
Management experience in roles:
Program Director
Head of Programs
Programme Manager (senior level)
Director / Deputy Director in NGO / INGO
Mandatory work experience in humanitarian, international or public organizations
Experience in strategic management:
humanitarian programs
a portfolio of programs
large interdisciplinary teams
Knowledge and practical experience:
gumonetary principles
donor requirements and compliance
M&E, PQA, accountability frameworks
Certification in project management (PMD Pro / PMP / PRINCE2 or equivalent)
Experience with program indicators and data
Ukrainian — fluent
English - B2+ (working with donors, partners, documentation)
